Economic Policy

The Newport Beach City Council has adopted an Economic Development Policy [PDF], which recognizes that the promotion of economic activity in the City makes it possible for the City's residents and property owners to enjoy a healthy mix of products and services,  and high quality municipal services. The City Council has appointed an Economic Development Committee (EDC) by Resolution 2008-49  (PDF)to facilitate and direct activities that implement the Policy. The twenty-five member EDC represents the geographic and business areas in Newport Beach.  The EDC focuses on strategic planning, monitoring the economic health of the City, and maintaining competitiveness.

Strategic Plan For Fiscal And Economic Sustainability

In June 2009, the City Council updated its Strategic Plan for Fiscal and Economic Sustainability [PDF]. The Strategic Plan, originally adopted in July 2007, is designed to serve as a work program for the City Council, City staff, and the EDC to promote and sustain fiscal and economic vitality in Newport Beach. It is intended, in part, as a companion document for the General Plan (adopted in 2006), to assist the City in implementing portions of the General Plan that affect economic development in the City. Beyond City land use and development policy, however, the Strategic Plan includes goals and objectives to enhance the business climate in the community.

The Strategic Plan focuses on a shorter time frame (three to five years) than does the General Plan, since economic conditions and priorities can change more rapidly than do planning goals related to community character and land use patterns. The Strategic Plan calls for regular reviews of progress and re-assessments of priorities.  2009 Annual Review of the Strategic Plan. (PDF)
