Statutory Entities

Statutory Entities, numerous in New Zealand, tend to dominate service delivery to New Zealanders.

For example, in the health and education sectors, district health boards and school boards of trustees are entities.

In transport, the Government’s contributions to roading are delivered through Transit New Zealand and Transfund New Zealand, while some major funding agencies such as Creative New Zealand and New Zealand on Air also operate as entities.

CCMAU monitors two of these entities:

Objectives and accountabilities

Entities are subject to the Crown Entities Act 2004, but not the SOE Act 1986 or the Companies Act 1993.  They are created under specific legislation that outlines their objectives and accountabilities.  These objectives can contain a mix of social, cultural, public policy and commercial statements, as well as public accountability requirements. 

Entities generally have a mix of public policy and commercial objectives, whereas, on the other hand, SOEs tend to have a stronger bias towards commercial objectives. 

In monitoring the Entities, CCMAU takes into account each entity's individual objectives.  This involves measuring public policy, along with commercial factors and identifying the trade-offs between the entity's specific objectives.  CCMAU takes account of the purchase and ownership considerations and the tensions that can exist between these factors.
