Legal Affairs Department

Functions and Duties : The Legal Affairs Department conducts and follows up on all legal affairs for the municipality. The municipality has its own court where legal affairs are conducted, covering issues such as disputes over building codes, health codes, etc. The judge, who works at the Bethlehem City Court, presides over the municipal court every Tuesday. The Legal Affairs Department itself consists of the Legal Consultant and the Court Clerk.

  The Legal Consultant is currently employed by the municipality twice a week. Advocate Ezzedin Shaheen, represents the municipality in the court. Furthermore, he is in charge of all the legal aspects of the municipality's actions, applies the proper legal language and interpretation to all decisions made by the Mayor and the committee, and reports on the legal aspects of municipal processes to the Mayor and the committee.

 

Goals : Currently the municipality is under several different systems of law which can possibly be applied to situations. The municipality is working with the Palestinian Government to codify the law so the municipality will have its own system of law from which to draw interpretations.
