The activities of the department in January-April 2011
The Department of Social Welfare shall support the mayor of Yerevan to implement the state Social policy, to fulfill powers delegated by the government in the sphere of social welfare, organize the activities of 12 TDSS of Yerevan, which register the needy population, set state benefits.
Within the first 4 months of 2011( January-April) 7880 families were reregistered in the system of poverty level assessment, family benefits and urgent financial aid was given to 18.500 families, the actual expenses have made up about 1600,0 AMD million. Under 2 years child's allowance was appointed for 3110 working mothers (18000 AMD monthly), the actual expenses have made up 326,2 million AMD. Child’s birth benefits were received by 3176 families, the actual expenses have made up 316,7 million. 277 citizens received compensations from TDSS for their deposits invested in the Republic bank of the Arm SSR of the former USSR before June 10, 199: they were paid about 48,2 million drams 46 families of the RA National heroes and those who had “Military Cross” medals of 1st and 2nd degree were paid AMD 20.4 million. The total expenses for state benefits have made up AMD 2299,4 million.
Collections. Based on the RA Government decrees N 1523-N dated 04.12.2008. and N 723-N dated 26.06.2009 “On the proposal of social support council about making decision about taking back the extra sums paid on the basis of incorrect information in a family (a citizen) documentation giving the right for benefit or changing the amounts of benefits and on establishment of the procedure of making up a schedule by the agreement with the family (citizen)», 11,2 million AMD of the sums found by TDSS in the period of January – April was paid back to the RA state budget, and in 2009-2011 that sum made up 67,0 million AMD totally. In the result of studies made in TDSS by the department Malatia Sebastia, Shengavit, Kentron, Avan, Nork Marash about 1,5 AMD million extra paid benefits were returned to the RA state budget, because various violations some families were stopped paying further benefits, mistakes were corrected. For the mentioned violations and mistakes 6 employees of TDSS were reprimanded, one was discharged.

Paid public work
With the aim of employment support, in accordance with the Ra Government decree, by the “Paid public work” program 13 programs of social-living significance in the administrative districts of Erebuni, Avan, Nor Nork, Kanaker-Zeitun, Arabkir, Shengavit, Malatia Sebastia were discussed by “The City Commission of Employment Support” and approved by the corresponding decision of the mayor of Yerevan, according to which since April 1 a program was started in Kanaker Zeitun and Avan districts and it is to be continued within the established terms (total cost about AMD 7 million). But according to the RA Government decision of 28.04.2011, the programs anticipated after May 1 won’t be put into operation, therefore 11 already confirmed programs won’t be implemented. Based on “The regulations of social support councils of Yerevan and the individual structures of social support councils by administrative districts” confirmed by the decision of the mayor of Yerevan h,1925-A dated May 17, 2010, the department took active part in the sessions of social support councils functioning on public basis under TDSS and in their general activities. Within the four months of 2011 urgent financial aid was appointed for average 1500 families, the actual expenses make up AMD 61 million. The registration of refugees living in Yerevan and having a housing problem (about 1200 families) has been implemented and their lists were confirmed by the City Hall in accordance with the established order and submitted to the Migration Agency of the RA Government.
Within these 4 months 364 letters from organizations and individuals were received in the City Hall, which were timely responded with detailed explanations.
Besides rendering basic social services to the needy families, besides payond state benefits, other social actions have been implemented.
On the event of the International Women’s Day March 8th a cultural event was hold for about 900 women included in the SPLA, including the representatives of 12 national minorities living in Yerevan. For purchasing presents and tickets AMD 3 million was spent. 15 invited women were awarded with the diploma of the Mayor of Yerevan.
*On April 7th, on the event of Annunciation and Maternity Day an action was held for the women-participants of Artsakh war, for mothers of the killed in the war, of the killed national heroes, for mothers of many children and those who are going to become mothers. On the event 5 mothers were awarded with the Mayor’s diploma, 85 of the invited were given flowers and presents on behalf of the mayor and they also took part in the treatment hold on the occasion. On purchasing flowers and presents and to organize the event AMD 3 million was spent.
Within the frames of cooperation of the City Hall with the international non-governmental charity organization “World Vision”, on April 20-27 of this year, within the framework of EU grant program trainings were organized for about 85 specialists of social security, health care and programs divisions of administrative districts. The training was conducted by the lecturers of the faculty of sociology of YSU, preparing the social workers for the issues of social security, social functions of a community, assessment and use of social resources, working with needy families, methods of visiting homes, stress management and skills and ethics of communication with visitors.
The participants of the trainings will be given certificates by the City Hall and the «World Vision» company.440 needy persons included in SPLA watched free performances at the theatres after G.Sundukyan, Stanislavsky.

Within the few following months all the programs and actions planned by the department for 2011 will be implemented. «The conception of social support to needy families» has been worked out and put into operation, which is the generality of main forms, problems, aims of social support given to the population and of the principles of the policy implemented by the municipality through and jointly with the administrative districts.
A session of the City Commission of Yerevan engaged with the main problems of the disabled has been organized and convened, where the RA bill «On the protections of rights and social integrity of the people with disabilities in the RA» was discussed and further activities of the Commission were planned.
In spite of the social support given by the government there are still elders who need additional aid and care. They are mainly lonely, heirless or badly needy elderly people, to support, feed and take care of their problems of which there function 12 charity canteens, among which are: the HGO «Mission: Armenia, season charity kitchens of German Red Cross in Armenia, the social home, charity canteens functioning under Mother Cathedral of Holy Echmiadzin subordination where once a day a hot meal is served to about 2000 needy beneficiaries. These centers are focused on by the City Hall and various actions are implemented by their joint efforts.
In the administrative district of Avan they founded a center of daily care for the elderly where they dine and have a rest, taking the opportunity to be served by hair-dressers, to borrow a book from the library, to get medical checkup; there is also a choir and dance group of the elderly.

* On the event of May 9th an action and support to the veterans of the Patriotic war. AMD 1 million has been provided for this.
* On the event of May 28th one-time financial aid for the 1st group invalids of Artshakh war. AMD 4 million has been provided for the program.
* In the months of July and August summer holidays for about 900 children from needy families are to be organized in Hankavan camps. The financing of the program is implemented at the expenses of the RA budget, and the organizational and transportation expenses are to be cared by the City Hall of Yerevan.
* On September the 1st school accessories and writing materials are provided for the pupils of 1-4 forms from needy families of Yerevan.
*On the event of International Day of Elderly People October 1st about 33 elderly people aged 100 and more, living in Yerevan are to be shown social support, within the frames of which one-time aid is to be disbursed.
* On the event of the Day of Disabled People it has been provided to give support to the structures engaged with the problems of disabled persons. AMD 1 million has been provided for the program.
*At Christmas holidays it has been provided to organize festive actions for the children of needy families, including Christmas presents. AMD 3 million has been provided for this.
