Health

The 2/3 part of the powers of the health system of the country is centralized in Yerevan. Almost all specialized medical institutions of 3 levels are located here. According to the corresponding decisions made by RA government in 2001-2003 health companies were reorganized, as a result а number of medical institutions decreased. In Yerevan the health institutions are closed stock-joint companies (CJSC), and property type is different: there are state companies, the founders of which are Ministries of Health, Education and Science or Municipality of Yerevan. There are also private companies. Medical multi-field institutions function in the capital. In Yerevan all pharmacies and stomatological polyclinics are non-state organizations.


At present 25 health companies – 5 medical centres, two of which are multi-field, and  three ones are specialized, 15 polyclinics, 2 medical units, 2 dispensaries and the service of Ambulance function subordinated to Yerevan City-Hall.
Medical service of the primary level of health care is fulfilled in state order for the population of all social groups.
The list of state order doesn't include:
  • Payments for medical documents inquired for getting driving licence,
  • people, subjected to obligatory primary  and regular medical examination (for job application), according to the sphere of activity,
  • home health service of nurses (intramuscular, intravenous injections e.t.c.) according to doctor's prescription for the people who are not included in special and  social insecure groups of population 18 years old and older,
  • home laboratory-instrumental diagnostic examinations,
  • health certificate for going abroad for the persons aged 18 and older,
  • health certificates required by companies organizing sports and entertaining actions,
  • calls for doctors out of their location, medical consultations and laboratory instrumental examinations without medical instruction and without corresponding warrants,
  • other special services which are not included in the volumes of free medical aid guaranteed by the government and the medical services, for which the government order hasn't been set in certain medical institution,
  • the laboratory-instrumental examinations, for which government order hasn's been set in certain medical institution.
All the rest services – starting from opening a medical card, including laboratory-instrumental examinations in the presence of medical instructions.
Medicine is given to the patients with free and preferential terms by ambulatory – polyclinic services according to the list of diseases and social groups with confirmation of the government of RA.



The process of primary health care, the right to select a doctor and population's registery are going on in the capital, according to which, each citizen of Yerevan, irrespectively of the place of official registration, has the right to choose the PHS doctor of permanent place of residence working in any PHS institution acting in administrative frames of Yerevan. In parallel with registering activity, automated system is inserted, which gives an opportunity to find the citizens registered in more than one institution at some doctors in the same time. Since July 1, 2008, the system of state certificate of obstetrics has been introduced in RA, including Yerevan. Obstetrican certificate is given together with the women's change card with 22 weeks pregnancy where women's rights preparing to become a mother are explained.
According to the  order of the  Minister of Health of RA (№1720-A, 27.10.2010) “On the insertion of the program of state certificate of children’s health”, since June 1, 2011 the system of state certificates of children’s health has been inserted in RA, including Yerevan, which will contribute 0-7 years old children’s free treatment provision.
The obstetrics in the capital is accomplished by means of  31 women's consultation and 10 maternity hospitals. 3 maternity hospitals function under the supervision of the Municipality of Yerevan.
Comparison principle of the medical and social instructions is based on free medical care and services guaranteed by the State, according to which the State guaratees free medical care and service.
Free hospital medical aid is accomplished in medical centres, in medical unions, in rural health centres, in other centres accomplishing hospital medical aid – by presence of government order.
Hospital medical aid is free for all the people having social special significance diseases, in the situations demanding reanimative and urgent medical intervention, except some situations demanding some urgent medical interventions in the medical institutions of Yerevan, in which the principle of co-payment is applied, except the people  included in population's socially needy and individual (specific) groups and pensioners.

For the full accomplishment of State programms the Health department of the Municipality of Yerevan controls the activity of all the polyclinics and medical institutions subordinated to the Municipality. In the frames of “Health system modernization” program by credit means of the World Bank  “Surb Astvatsamayr” MC was repaired and technically rearmed. Family doctor’s system’s investment is going on in the capital. 410 doctors and 298 nurses got the qualification of family doctor and family nurse until now.

OF THE POPULATION'S SOCIAL GROUPS HAVING THE RIGHT TO GET THE MEDIINE BY MEANS OF AMBULATORY – POLYCLINIC  MEDICAL INSTITUTIONS  WITH FREE AND PREFERENTIAL TERMS

1.    Population's social groups, in case of diseases of which  medicine is given freely:
  • invalids of the 1st and 2d groups, invalid children (under 18 years old),
  • participants of the Great Patriotic War and equated to them people,
  • children deprived of parental custody, as well as children having one parent (under 18 years old,
  • children from large families (having 4 and more minor children under 18 years old),
  • members of the families of the persons died while defending the RA and while fulfilling their functions,
  • children from the families consisted of the invalids (under 18 years old),
  • children under 7 years old.
2.   Population's social groups, in case of their diseases the medicine is given with 50% discount:
  • invalids of  the 3d group,
  • participants of elimination works of the Chernobil accident,
  • convicted,
  • non-working single pensioners,
  • families consisted of non-working single pensioners (including the ones having minor children depending on them),
  • children of single mothers (under 18 years old).
3. Medicine is given to non-working pensioners with 30% discount.
