Introduction

The Powys County Council had a statutory duty to establish the Local Access Forum (LAF) as required by the Countryside & Rights of Way Act 2000. The statutory function of the Forum is to advise Powys County Council, the Countryside Council for Wales, the Welsh Assembly Government and others as to the improvement of public access to land in the area for the purposes of open-air recreation and the enjoyment of the area, with regard to the needs of land-management and the natural beauty of the area.

Powys has three Local Access Forums, each covering the former Shire areas of Brecknockshire (excluding the Brecon Beacons National Park), Montgomeryshire and Radnorshire.

All meetings of the Forums are open to the public.

Each Forum has up to 20 members - excluding the Chairman and Vice Chairman - drawn from a wide area of expertise, interest and geographical locality. By regulation, there is only one County Councillor on each Forum.

The setting-up and workings of LAFs are strictly governed by Regulation.

Regulations require the Forum to meet at least twice a year. However, meetings generally take place more frequently and are scheduled for three times per annum in Brecon, Llandrindod and Welshpool or at such other place as may be agreed by the Forum members. It has been determined that one meeting per annum will be a joint meeting between all three Powys Forums to be held in Llandrindod.

The Council has appointed Mr. D.E. Parsons, the Democratic Services Manager, as the named secretary for each of the 3 Forums in accordance with the regulations.

The Secretary is supported at each Forum by the Countryside Services Manager, the Head Warden and three Countryside wardens and where appropriate, other members of staff of the Countryside Services Section.
