AH-64E Apache Block III: The Once and Future Attack Helicopter

With the collapse of the RAH-66 Comanche program, and rededication of its funding into the Armed Reconnaissance Helicopter (ARH) and Light Utility Helicopter (LUH), and other programs, the AH-64 Apache will remain the USA’s primary attack helicopter for several more decades. Apaches also serve with a number of American allies, some of whom have already expressed interest in upgrading or expanding their fleets.

The AH-64E Guardian Block III (AB3) is the helicopter’s next big step forward. It incorporates 26 key new-technology insertions that cover flight performance, maintenance costs, sensors & electronics, and even the ability to control UAVs as part of manned-unmanned teaming (MUT). In July 2006, Boeing and U.S. Army officials signed the initial development contract for Block III upgrades to the current and future Apache fleet, via a virtual signing ceremony. By November 2011, the 1st production helicopter had been delivered. So… how many helicopters will be modified under the AH-64 Block III program, what do these modifications include, how is the program structured, and what has been happening since that 2006 award? The short answer is: a lot, including export interest and sales.

Import or Die: Taiwan’s (Un?)Stalled Force Modernization

Despite China’s ominous military buildup across the strait, key weapons sales of P-3 maritime patrol aircraft, Patriot PAC-3 missiles, and diesel-electric submarines to Taiwan had been sabotaged by Taiwanese politics for years – in some cases, since 1997. The KMT party’s flip-flops and determined stalling tactics eventually created a crisis in US-Taiwan relations, which finally soured to the point that the USA refused a Taiwanese request for F-16C/D aircraft.

That seems to have brought things to a head. Most of the budget and political issues were eventually sorted out, and after a long delay, some major elements of Taiwan’s requested modernization program appear to be moving forward: P-3 maritime patrol aircraft, UH-60M helicopters, Patriot missile upgrades; and requests for AH-64D attack helicopters, E-2 Hawkeye AWACS planes, minehunting ships, and missiles for defense against aircraft, ships, and tanks. These are must-have capabilities when facing a Chinese government that has vowed to take the country by force, and which is building an extensive submarine fleet, a large array of ballistic missiles, an upgraded fighter fleet, and a number of amphibious-capable divisions. Chinese pressure continues to stall some of Taiwan’s most important upgrades, including diesel-electric submarines, and new American fighter jets. Meanwhile, other purchases from abroad continue.

The Saudi Arabian National Guard is seeing a lot of investment lately. In July 2006, the Saudis formally tabled a multi-billion dollar request to buy LAV wheeled APCs and related equipment for its National Guard. October 2010 added a slew of added requests, covering a wide range of transport, scout, and attack helicopters. Other contracts in between have involved missiles, communications, and training. It all adds up to a fairly comprehensive modernization.

Tanks decide battles, unless aircraft are around. Iraq had a lot of unfriendly visits by the USAF from 1991-2003, which left the largest armored force in the region looking to rebuild their armored corps from zero. Early donations and salvage fielded a small set of Soviet-era weapons, but after tangling with the Americans one too many times, the Iraqis knew what they really wanted. They wanted what their opponents had.

On July 31/08, the US Defense Security Cooperation Agency announced Iraq’s formal request to buy M1 Abrams tanks, well as the associated vehicles, equipment and services required to keep them in the field. The tanks will apparently be new-build, not transferred from American stocks. With this purchase, Iraq became the 4th M1 Abrams operator in the region, joining Egypt (M1A1s), Kuwait (M1A2), and Saudi Arabia (M1A2-SEP variant). A similar December 2008 request was confirmed to be additive, and deliveries have now finished on the initial order. So, what’s next?

As missile defense imperatives get stronger, and western defense budgets get weaker, one might expect both competition and cooperation to increase within this sector. That should be especially true around naval platforms, where multinational deployments are the normal operating mode. There are early signs that this is coming true.

In September 2011, Raytheon announced successful testing for a prototype dual-band datalink, allowing ships that use either Lockheed Martin’s SPY-1/ AEGIS system, or Thales Nederland’s APAR radars, to employ the full range of long-range Standard Missiles for air defense. That matters, because the SM-x family also includes a number of options with missile defense capabilities…

Along Came A Spider: The XM-7 RED

The 2004 National Landmine Policy directed the Pentagon to end the use of persistent landmines after 2010, and introduce self-destructing and self-deactivating alternatives. The XM-7 Spider is the successor to the Matrix system deployed in Iraq, and part of the USA’s Non-Self-Destructing Anti-Personnel Landmine Alternatives (NSD-A) program.

Spider is more of a “remote explosive device” than a typical lay-and-forget land mine. It’s detonated by soldier command, and that soldier can even load non-lethal canisters if the mission calls for it. Unlike conventional land mines, the XM-7 Spider always has a known location, so it can be safely and easily recovered and re-deployed. If that isn’t possible for some reason, XM-7 units deactivate after a set time period, so they won’t become a future threat. It sounds good, and its capabilities are badly needed in places like remote fire bases, and along Korea’s dangerous DMZ. Unfortunately, the program has run into difficulties and delays.

Australia’s 2nd Fighter Fleet: Super Hornets & Growlers

Australia’s A$ 10+ billion Super Hornet program began life in a storm. Australia’s involvement in the F-35 Lightning II program have been mired in controversy, amid criticisms that the F-35A will (1) be unable to compete with proliferating SU-30 family fighters in the region, (2) lack the range or response time that Australia requires, and (3) be both late and very expensive during early production years.

The accelerated retirement of Australia’s 22 long-range F-111s in 2010 sharpened the timing debate, by creating a serious gap between the F-111′s retirement and the F-35′s likely arrival. Further delays to the F-35 program have created new worries that even the upgraded F/A-18AM/BM Hornet fleet won’t last long enough to allow smooth replacement.

The Super Hornets survived potential cancellation, and the “surprise” stopgap buy has steadily morphed into a mainstay of the future RAAF, with a new and unique set of electronic warfare capabilities thrown into the mix. Oman’s Air Force Upgrades: From Jaguars to F-16s & Eurofighters

Oman is located on the eastern Arabian peninsula next to the UAE and Saudi Arabia, and across from Persia. It remains a very strategic country, controlling the Strait of Hormuz’ western bank, and providing an overwatch position for both the entrance to the Persian Gulf and the Indian Ocean near Africa. The Royal Air Force of Oman (al-Quwwat al-Jawwiya al-Sultanat Oman) currently flies 12 F-16 Block 50 fighters: 8 F-16Cs and 4 F-16Ds, whose delivery began in 2005. They complement the RAFO’s 18 Jaguar strike aircraft.

Sultan Qaboos’ air force is looking to replace its aging Jaguars, and made inquiries about buying 4+ generation fighters like Eurofighters or even JAS-39 Gripens for this purpose. A formal DSCA request in August 2010 for 18 more F-16s raised the possibility of a different approach, and quickly became a firm contract. Then BAE received an RFP for its Eurofighter, which also turned into a contract. With these buys, plus a handful of new jet trainers, the RAFO’s fighter modernization looks to be complete.

Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume, and cost than the Joint Tactical Information Distribution System (JTIDS). Elbit Systems has enjoyed considerable domestic and export success with its Hermes 450, which sits at the smaller end of the MALE (Medium Altitude, Long Endurance) UAV spectrum. As UAVs proved themselves, Elbit wasn’t interested in ceding the market for larger and more capable MALE UAVs to the likes of IAI and General Atomics.

They invested company funds to create the larger Hermes 900, but those kinds of investments eventually need a buyer. In 2010, their home country of Israel stepped up, and became the anchor buyer for this system. They weren’t the last. A comparison with the popular Hermes 450 is instructive…
