Canada’s National Shipbuilding Strategy (NSPS)

In October 2010, the Canadian government issued a Solicitation of Interest and Qualification to 5 short-listed firms, for the opportunity to be be part of the Conservative Party government’s 30-year National Shipbuilding Procurement Strategy. Up to 28 major ships would be built over that period, to equip the Canadian Navy and Coast Guard. One yard would build all combat ships, and the runner up would build the support ships. Up to C$ 33 billion in future work was at stake.

That set up a difficult political situation, in a country with deep regional divides and a high-quality but shaky shipbuilding industry. The USA’s Jones Act makes major sales to the neighboring American market virtually impossible, some foreign shipbuilders are subsidized by up to 40% by their home governments, and Canadian military needs are too small and infrequent to sustain an industry by themselves. In October 2011, the government announced their decision – but a decision is not a contract.

Land-based SM-3 concept

SM-3 Standard missiles have been the backbone of the US Navy’s ballistic missile defense plans for many years now, and are beginning to see service in the navies of allies like Japan. Their test successes and long range against aerial threats have spawned a land-based version, which end up being even more important to the USA’s allies.

In July 2008 the US Missile Defense Agency began considering a land-based variant of the SM-3, largely due to specific requests from Israel. Israel currently fields the medium range Arrow-2 land-based ABM(Anti-Ballistic Missile) system, and eventually elected to pursue the Arrow-3 instead of SM-3s. Once the prospect had been raised, however, the US government decided that basing SM-3 missiles on land was a really good idea. The European Phased Adaptive Approach to missile defense is being built around this concept, and other regions could see similar deployments.

Along Came A Spider: The XM-7 RED

The 2004 National Landmine Policy directed the Pentagon to end the use of persistent landmines after 2010, and introduce self-destructing and self-deactivating alternatives. The XM-7 Spider is the successor to the Matrix system deployed in Iraq, and part of the USA’s Non-Self-Destructing Anti-Personnel Landmine Alternatives (NSD-A) program.

Spider is more of a “remote explosive device” than a typical lay-and-forget land mine. It’s detonated by soldier command, and that soldier can even load non-lethal canisters if the mission calls for it. Unlike conventional land mines, the XM-7 Spider always has a known location, so it can be safely and easily recovered and re-deployed. If that isn’t possible for some reason, XM-7 units deactivate after a set time period, so they won’t become a future threat. It sounds good, and its capabilities are badly needed in places like remote fire bases, and along Korea’s dangerous DMZ. Unfortunately, the program has run into difficulties and delays.
