08 JUN 2010   U.S. ARMY HRSOLUTIONS PROGRAM OFFICE AWARDS 12 IDIQ CONTRACTS FOR STUDIES AND ANALYSIS

Arlington, Virginia (January 4, 2010) – The National Capital Region Contracting Center has awarded 12 multiple-award indefinite-delivery/indefinite-quantity (IDIQ) contracts for the U.S. Army HRsolutions Program Office for human resource related work in the area of Studies and Analysis, one of the four mission areas managed by the program.  These awards are worth approximately $1B and are for the period 2010 – 2015.

 

The HRsolutions Program Office manages four competitively awarded HR contracts in the areas of Studies and Analysis, Recruitment and Retention, Personnel Services and Support, and Management and Administrative Support.  The Studies and Analysis contracts have a one-year base period and four one-year options.  Contracts in the other three mission areas will be awarded in the coming months.

* IBM Corporation

 

* ICF International, Inc.

* JBR Resources LLC

 

* Management Analysis Technologies, Inc.

 

* Management Support Technology, Inc.

 

* Serco Inc.

 

 

The Studies and Analysis mission area is comprised of two categories: (1) Business Planning and Research; and (2) Evaluation.  Tasks that the companies will perform in the business planning category include process re-engineering, life cycle support and planning, structuring, acquiring, distributing, deploying, policy analysis, compensation, manpower requirements, and trend analysis.  Tasks in the research and evaluation category cover training, policy development, proof of concept studies, program analysis risk management and mitigation, data modeling and management, predictive modeling, and communication systems enhancement.

 

 

In today's contentious world, United States command staff and military personnel are often over-subscribed with competing demands for their time and attention.  As a result, in 2004, the United States Army launched the HRsolutions Program Office to outsource human resource services for Soldiers (https://www.hrsolutions.army.mil/) to contractors, allowing Soldiers in combat to better focus on their mission.
