Biographies

Governor General

Sir Daniel Charles Williams, GCMG, QC was born on November 4, 1935 in Grenada. He is married to a Grenadian woman and has parented four children whose ages range from 45 to 27 years. Currently, Sir Daniel Charles Williams is the Governor-General of the State of Grenada, Carriacou, and Petite Martinique and has been since August 1996.

Sir Daniel Charles Williams has an extensive work and educational background. In 1952-1958 Sir Williams began his careers as a school teacher in Grenada rising to Deputy Principal. Following his role as Deputy Principal, he worked as an assistant Machine Operator in London England (1959-1960) and as a British Civil Servant (1969-1964). In 1965, he began to study Law in London England achieving an LLB Degree (London University 1967) and a Barrister-at-Law Certificate, Council of Legal Education, London England (Lincolns Inn 1968). In 1968 Sir William completed his Post Final Course (Counsel of Legal Education) and was called to the Bar in Grenada (1969). In the same year, Sir William started private practice.

From 1970-1974 Sir Daniel Charles Williams was Magistrate in St. Lucia, West Indies until he began private practice of Law from1974-1984. Following private practice, he took the position as Minister for Health, Housing and the Environment. Minister of Community Development and Women Affairs (1984-1987) and Minister for Legal Affairs and Attorney General (1988-1989). In addition, from 1984-1989 Sir William also was elected and served in the Parliament of Grenada. Sir Daniel Charles Williams returned to private practice in Law from 1990-1995. And was appointed one of Her Majesty?s Queen?s Counsel (QC) in 1996.

Sir Daniel Charles Williams has written many publications. He wrote the Compendium of the Laws of Grenada and the Index of the Laws of Grenada 1959-1979. He wrote the booklet ?The Office and Duties of the Governor-General of Grenada? (1998). He was the author of several books: A Synoptic View of the Public Service of Grenada (1999), Prescription for a Model Grenada (2000), God Speaks (2001), The Layman?s Lawbook (2002), and The Love of God (2004). He was also a Columnist in Torchlight Newspaper (1976-1979).

Prime Minister

Prime Minister of Grenada Dr. The Right Honourable Keith C. Mitchell PC, MP

Keith Claudius Mitchell, the son of the late Dowlyn and Catherine Mitchell, was born at Happy Hill in the Parish of St. George on November 12, 1946. He received his primary education from the Happy Hill Roman Catholic School and the J.W. Fletcher Memorial School. His Secondary Education was undertaken at the Presentation Brothers College.

Dr. Mitchell studied at the University of the West Indies, Cave Hill Campus Barbados, where he gained a Bachelor of Science degree in Mathematics and Chemistry (1967-71), followed by a Masters Degree in Mathematics from Howard University (1973-75) and a Doctorate in Mathematics and Statistics from the American University (1975-79).

Dr. Mitchell served as a teacher at the Presentation Brothers College from 1972-73 and as a Mathematics Professor at Howard University from 1977-83. He worked as a Professional Consultant to several Government Departments and Private Corporations in the United States of America, before returning to his homeland Grenada.

In 1984 Dr. Mitchell was elected to the House of Representatives as the Member Parliament for St. George?s North West. He is currently the longest serving member in the House of Representatives (20years-2004). He served as Minister of Communications, Works and Public Utilities, Cooperatives, Community Development, Women?s Affairs and Civil Aviation from 1988 to 1989 in the New National Party (NNP) Government. Dr. Mitchell continued as an Opposition Member of Parliament until 1995.

Dr. Mitchell was elected Political Leader of the New National Party (NNP) in 1989 and successfully led the party to victory in the 1995 general elections and became Prime Minister on June 22, 1995.

From 1995 to 1999 Dr. Mitchell served as Prime Minister, Minister of National Security, Mobilization, Carriacou, and Petit Martinique Affairs, Finance, Trade, Industry and Planning, Information and Foreign Affairs.

In the 1999 election, Dr. Mitchell led the New National Party to an unprecedented victory, winning all 15 constituencies and being the first Prime Minister since Independence to win two consecutive general elections. Following the January 1999 General Elections, the Prime Minister?s portfolio included Minister of National Security, Finance, Trade, Industry, Planning and Information and later on National Security and Information.

Dr. Mitchell led the Party to another unprecedented victory on November 27, 2003, when the Party was elected to a third consecutive term in Office. The Prime Minister holds the portfolios of National Security, Human Resource Development, Information, Information Communication Technology (ICT), Business and Private Sector Development and Youth Development.

In the field of Sports, Dr. Mitchell has contributed significantly in the area of cricket. He was a member of the Grenada Cricket Team from 1964-66, Captain of the Combined Windward and Leeward Youth Cricket Team in 1966 and the Grenada Cricket Team in 1973.

The Prime Minister continues to play cricket. He initiated the informal Prime Ministerial Cricket Series in 2000, in an effort to promote the sport and contribute to the process of Regional Integration. Prime Minister Mitchell also supports many sporting events through personal sponsorships.

In his capacity as Prime Minister, Dr. Mitchell has served as Chairman of the Caribbean Community (CARICOM) from January to July 1998 and from July to December 2004; Chairman of the Board of Governors of the Caribbean Development Bank from May 1997 to May 1998; Chairman of the Ministerial Council of Association of Caribbean States from 1996 to 1997; Chairman of the Organization of Eastern Caribbean States (OECS) from May 2000 to January 2002, being the longest serving Chairman of the regional sub-group; Chairman of the Regional Security System (RSS) from April 2001 to March 2002.

Prime Minister Mitchell has been responsible for Science and Technology and Human Resource Development for CARICOM since July 1995. He is also Chairman of the CARICOM Prime Ministerial Sub-Committee on Cricket.

Her Majesty the Queen appointed the Prime Minister to the Privy Council on February 20, 2004.

Dr. Mitchell and his wife Marietta have one son, Olinga.

Foreign Minister

Honourable Elvin G. Nimrod: Foreign Minister of Grenada

Elvin G. Nimrod was born, August 27th 1943, on the Island of Carriacou in the State of Grenada. He pursued his Primary Education at the Hillsbourough Government School in Carriacou and later attended the Grenada Boys' Secondary School. After graduation, he taught for three years at the Mr. Pleasant Government School in Carriacou.

In the latter part of 1960, Minister Nimrod migrated to the United States of America where he continued his academic and professional development. He received a Bachelor of Science Degree in Political Science from Brooklyn College, a Master of Arts Degree in Criminal Justice from John Jay College of Criminal Justice and a Juris Doctorate in Law at the New York Law School.

Minister Nimrod entered into private practice and was a Senior Member of the Law Firm of Nimrod and Tucker located in Brooklyn, New York, where he remained for several years, specializing in Immigration and Real Estate Law. In 1993 he was admitted to practice Law in the Supreme Court of Grenada.

Minister Nimrod entered politics in 1995 and in January 1999, was elected Parliamentary Representative for the Constituency of Carriacou and Petit Martinique on the New National Party Ticket.

In February 1999, Minister Nimrod was appointed Minister of Legal Affairs, Labour, Local Government and Carriacou and Petit Martinique Affairs. In August 2000, he was appointed as Minister of Foreign Affairs (which was later incorporated International Trade), a position he currently holds.

At the general elections of November 2003, Minister Nimrod won his seat for the Constituency of Carriacou and Petit Martinique. In March of 2005, he also assumed the additional duties of Attorney General of Grenada.

Current Title: Minister for Foreign Affairs and International Trade, Carriacou, and Petit Martinique Affairs, Legal Affairs and Attorney General.

Ambassador

Her Excellency Ruth Elizabeth Rouse (MS): Ambassador Extraordinary & Plenipotentiary Permanent Representative of Grenada to the United Nations



Ruth Elizabeth Rouse was appointed Ambassador and Permanent Representative of Grenada to the United Nations on November 01, 2004. Ambassador Rouse joined the Grenada Foreign Service in 1982 and served in various capacities including - High Commissioner for Grenada to the Court of James’s (U.K.) (1999 – 2004); Non-Resident High Commissioner to the Republic of South Africa (2000-2005); Chief of Protocol to the Government of Grenada (1996 – 1999); and in a regional capacity at the Organisation of Eastern Caribbean States High Commission in Ottawa Canada (1990 – 1996). In addition, the Ambassador has represented Grenada and headed several delegations to International meetings and conferences and holds membership in a variety of organizations including Commonwealth Societies.

The Ambassador holds an MA in Diplomatic Studies from the University of Westminster, United Kingdom and a BA in French and Spanish from Carleton University, Canada.

Ambassador Rouse has completed 23 years in the Public Service of Grenada as a Foreign Service Officer and is the recipient of the 1998 Independence Award for Exemplary Public Service. The Ambassador takes pleasure in serving her country and enjoys the challenges it presents. Motto: “What man has done, man can do!” Born in St. David’s, Grenada on 30 January 1963, Ambassador Rouse speaks English, French, Spanish, and has a working knowledge of German.
