Finally, the Turkish and Iraqi delegations headed by the interior ministers of the two countries ended three days of intense bargaining and agreed on a security cooperation scheme which excluded Turkey's key demand–the right to stage cross-border hot pursuit operations against the separatist Kurdistan Workers' Party (PKK) gang providing a safe haven in the Kandil Mountains of northern Iraq. Does the accord mean anything as the key element of it was left out of the text so that “further negotiations” could be held on it?
