Former presidential candidate Herman Cain reacted to former Hillary Clinton campaign chairman John Podesta alleging there were "forces" within the FBI that wanted her to lose.

"There are forces within the FBI that wanted her to lose. I don't think they really understood the alternative," Podesta said in a NewCo. Shift discussion with John Heilemann.

Cain said Podesta is "chasing rainbows" by continuing to claim there was outside interference in the 2016 election, adding, "[he] doesn't have anybody else to blame."

Cain said if Podesta cannot identify which specific federal employees were involved in voicing their opposition to Clinton, then it is "irrelevant."

"The election is over. They're not going to delegitimize President Trump," Cain said. "So they may as well move on, because ... the American people have moved on."

Cain and Cavuto also discussed whether Congress will have a substantive tax reform plan on President Trump's desk by the end of the year.
