Ukraine is ready to implement international project “Partnership. Open Government”
The National Center for Electronic Government introduces action plan of the international initiative “Partnership. Open Government” on the matter of “Introduction of technologies of electronic governing and development of electronic democracy”.
On September 20, 2011 in the framework of the session of the UNO General Assembly, 8 countries initiated “Partnership. Open Government” project having signed the appropriate Declaration. President of Ukraine Viktor Yanukovych participated in the inaugural ceremony of the Partnership in New-York and confirmed readiness of Ukraine to implement the initiative.
The Partnership aims to raise the level of transparency of work of the state authorities, involvement of civil society institutions to formation of the state policy and introduction of high standards of professional fairness in state government.
According to the head of the State Agency for Science, Innovations and Informational support and head of working group for development and introduction of Action Plan Volodymyr Semynozhenko, the developed Action plan is a consolidated vision of the way the authority should follow to make the society its supporter and permanent participator in the dialogue on the most urgent issues of the state agenda.
In the framework of preparation to implement the Action Plan of the international initiative “Partnership. Open Government” three memoranda were signed – memorandum on cooperation of the State Agency for sciences, innovations and informational support, the National center of the electronic control and the International “Vidrodzhennia”(Rebirth) foundation on introduction of the international initiative “Partnership. Open Government”, the Memorandum on mutual understanding between the State Agency for Sciences, Innovation, Informational support of Ukraine, the National center of the electronic government and program “Global Libraries-library Bridge-Ukraine” on cooperation in launching joint initiative “Public Libraries-bridges of electronic government” and Memorandum on cooperation between the State Agency for Sciences, Innovation, Informational support of Ukraine and the national center of electronic government and University of the state of Ohayo – project executive of the USA Agency on international development (USAID), “Ukraine Legislative Policy Development Program”.
Memoranda are to promote development of electronic democracy in Ukraine, application of new instruments to involve the society in the processes of formation of public policy, introduction of complex of services of electronic government, to be provided to the Ukrainians free of charge through the network of public libraries and improvement of the efficiency of state government with the help of application of modern informational communication technologies.
Head of the National Center of the Electronic Government, deputy head of Director General of the affiliated enterprise “Derzhinformresurs” for electronic government Olesia Arkhypska says that signed memoranda are proof of trust and readiness to cooperate on the part of international structures. “Ukraine undertook the biggest number of obligations in the sphere of introduction of technologies of electronic government and development of electronic democracy. Our common task is to fulfill these obligations in time and on a high level, she said.
It should be noted that the Supervision Committee of the International Initiative “Partnership. Open Government” has approved the Action Plan of Ukraine without remarks. The Plan was approved by the session of the Cabinet of Ministers of Ukraine on April 5, 2012 by results of the nation wide round table conference to discuss draft Action Plan with the participation of the Prime Minister of Ukraine, representatives of the executive power bodies, members of the public councils, public society institutes, international organizations and mass media.
