* North Korea launched two Rodong-2 missiles of the east coast of their country in 2009, however, it is unknown whether there were specific targets for the missiles, as both missiles ended up in the sea.
*   During the same 2009 launch where North Korea fired off the two Rodong-2 missiles, five Scud-C missiles were fired off as well. South Korea reported that all five missile landed within the same location, proving to be a success for the North Koreans.

* In July of 2012, Iran conducted a "War Games" exercise where they fired off dozens of Shahab-3 missiles. These missiles apparently had no intended targets.
