Mineral Export Controls

In Australia, export prohibitions and restrictions in effect are designed to ensure quality control, administer trade embargoes and meet obligations under international arrangements.

There are two Commonwealth-administered mineral export controls:

  • those covering rough diamonds
  • those concerning uranium and related nuclear materials.

These are administered by the Department of Resources, Energy and Tourism.

Export Controls for Rough Diamonds

Rough diamonds may be exported only to countries participating in the Kimberley Process Certification Scheme, an international effort to eliminate the trade in conflict diamonds. Accordingly, each rough diamond shipment must be accompanied by a Kimberley Process Certificate (KPC) issued by the Department, which certifies that the rough diamond product is from legitimate sources, and not involved in funding conflict. Export Controls for Uranium and Related Nuclear Materials

Export controls apply to uranium and related nuclear materials (including tantalum and mineral sands containing monazite) to ensure compliance with Australia’s non proliferation policy obligations and safeguards regime. Export permits for uranium and other nuclear and related materials are issued by the Department. Information can be obtained from the Uranium and Controlled Ores Export Permissions web page.
