Report on Fiscal Framework for Resources

The Ministerial Council on Mineral and Petroleum Resources (MCMPR) commissioned officials to examine and report to it on the fiscal environment in which Australia's mineral and petroleum industries operate. The examination was aimed at identifying possible reforms and advocate improvements to Australia's fiscal attractiveness while recognising the impact on state and territory budgets. In particular, the review was to address:

  • direct and indirect taxes
  • royalties
  • utility prices
  • implications of the net revenues received by jurisdictions from the resources sector on the financial incentive for jurisdictions to provide, or contribute to the provision of multi-user infrastructure that will facilitate the further growth of the sector.
