Russia’s Air Force to get 20 heavy transport planes by 2020 (adds).

MOSCOW, August 1 (Itar-Tass) —— Russia’s Air Force will get about 20 An-124 Ruslan heavy transport planes under the state rearmament programme until 2020, Airborne Troops Commander, Lieutenant-General and Hero of Russia Vladimir Shamanov said on Monday, August 1.

“We pin our main hopes on the state rearmament programme-2020, which calls not only for upgrading Il-76 planes but also for building about 20 Ruslan planes,” he said.

Shamanov said these planes would take paratroopers to the enemy’s aerodromes “earlier seized by an airlifted party”.

The Russian government will invest 21.5 trillion roubles in the armament programme by 2020, First Deputy Prime Minister Sergei Ivanov said earlier.

The money will come from the Defence Ministry and 20 other ministries, he said.

“The overall volume of the state armament programme is 21.5 trillion roubles. The Defence Ministry will provide 19.5 trillion roubles. The rest will be provided by other ministries and agencies,” Ivanov said.

President Dmitry Medvedev aid earlier that the current situation concerning military purchases “is not ideal but still very good compared to the 1990s”.

The bulk of purchases should be made in 2011-2020. “This is a period when the Armed Force will have to be completely overhauled by 30-50 percent, and in some areas, I which I won't mention, by 80-90 percent,” he said.

The Russian government plans to invest about 1,000 billion roubles in serial production of new arms in the next three years, first deputy head of the government's Military Industrial Commission Vladislav Putilin said.

The government will buy over 30 Iskander missiles, 48 combat planes, six drones, over 60 helicopters, 14 ships, 300 tanks, and 52,000 vehicles.

“This will meet 100 percent of the Armed Forces' demand for up-to-date hardware,” he said.

Putilin said supplies of new weapons and hardware would continue to law enforcement and security agencies. “The provision of the Interior Ministry and the Interior Troops will improve considerably, and the units involved in counter-terrorist operations will be provided by 100 percent,” the official said.

The Federal Security Service and the border guard troops will also get new equipment. Border guard units will be provided with up-to-date systems by 90 percent, and 12 billion roubles will be allocated for the purchase of new ships for them.

Putilin said new government defence contracts would provide the basis for launching serial production of hardware. The government will invest about 1,000 billion roubles to this end in the next three years.

“This will make it possible to strengthen the material base of those who work for defence contracts and of industrial enterprises that provide weapons and military hardware,” Putilin said.

In the next three years, 400 new systems and pieces of hardware will be adopted by the Armed Forces. During this time, 1,500 R&D; works will be carried out under government defence contracts, and 487 samples of hardware and arms will be submitted for testing.

The Russian Armed Forces will get over 1,500 new aircraft and helicopters and about 200 air defence systems in the next ten years, Prime Minister Vladimir Putin said.

As a result, the share of new hardware in the Air Force will account for art least 80 percent of the total, and air defence systems for 75 percent, which should increase the army's defence capability considerably, the prime minister said.

Aircraft and air defence systems accounted for over 60 percent of all Russian arms exports in 2009.

In 2008-2009, long-term contracts were signed for the supply of 130 combat planes. Last year 27 planes, more than 50 helicopters, and five S-400 missile systems were supposed to be purchased for the needs of the army.

Russia's armament programme calls for buying more than 1,300 pieces of arms and military hardware for the Armed Forces in 2011-2020.

He stressed that “the share of modern arms in the Armed Forces should increase to 30 percent by 2015 and to 70 percent by 2020”.

“This ambitious work should be based on the governmental armament programme covering a period from 2011 to 2020. According to our plans, the main attention will be paid to the strategic nuclear forces. We will also have to provide the troops with modern air defence, communications, control, and reconnaissance systems, and start the production of fifth-generation fighter planes and other modern aviation systems,” Putin said.
