Mental Health Australia engaged Rooftop Social to examine a range of ways in which commissioning and contracting arrangements might be improved to achieve a more effective and efficient Australian mental health system. The study involved a review of published and unpublished literature in Australia and elsewhere, guided by consultation with relevant practitioners and specialists.

Mental Health Australia is investigating the way in which funding arrangements can impact on the day-to-day delivery of services, including in terms of coordination and integration, flexibility and innovation, accountability and red tape. This discussion paper seeks views on alternative approaches to commissioning and contracting of services that might better support the achievement of mental health outcomes.
