Property Standards Committee

Purpose

The Property Standards Committee is a decision-making committee appointed by Council and is established under the provisions of the Ontario Building Code Act.  The Committee hears appeals of property standards orders that have been issued under the building code and the City's Property Standards By-law.  The Property Standards By-law regulates items of safety and general upkeep of properties and buildings. Property Standards Inspectors investigate and determine if the property standards by-law has been violated.  If the property does not conform to the by-law, a property standards order is issued to the owner of the property.  If an owner disagrees with the order or a portion of the order, they may appeal to the Property Standards Committee.  The Committee conducts a public hearing to address the appeal of the order and has the power to confirm, modify or rescind the order, to demolish or repair and to extend the time for complying with the order.

Vision

The Property Standards Committee hears appeals of the property standards orders in a fair manner, keeping in mind the goal of ensuring properties and buildings in the City of St. Catharines are safe and remain in a state of general upkeep.

The goal of the Property Standards Committee is to ensure properties and buildings in the City of St. Catharines are safe and remain in a state of general upkeep.

Membership

Membership is open to citizens who reside in and/or are property owners in the City of St. Catharines and who are 18 years of age or older.

Voting Membership

Voting membership consists of three volunteer members from the community.

Membership Responsibility

Members shall observe all corporate policies of the City of St. Catharines with respect to the Code of Conduct and harassment policies and make every effort to attend all meetings.

Membership Term

Members are appointed for the term of Council (four years).

Meeting Schedule & Location(s)

The Property Standards Committee meets up to three times per year and makes decisions that would meet the general intent and purpose of the Property Standards By-law and the City's Official Plan.
