Public Art Advisory Committee

The Public Art Advisory Committee (PAAC) is a volunteer committee established to advise and assist City Council and staff on the development and management of the Civic Art Collection and all public art programs developed using City resources, property or land. The Committee will act as advocates for public art on behalf of the City within the community, and provide informed perspectives on public art-related matters within the municipality.

 Statement of Purpose

Working within the parameters of the Public Art Policy the Committee will:

Advise on:

  • the management of the Civic Art Collection including acquisition, deaccessioning, conservation and maintenance
  • the composition and mandate of Public Art Selection Panels
  • the development of policies, plans and programs related to public art
  • public art opportunities presented to the City from outside sources, including review of site selection, financial feasibility and appropriateness of project to Public Art Policy goals

Advocate for:

  • investment in public art from private and public sources
  • understanding of the importance of diverse, high-quality public art
  • community engagement, education and appreciation of public art

Assist with:

  • exhibits and education programs
  • promotional and educational materials

The Committee also establishes sub-committees, selection panels and juries for specific public art projects. Notwithstanding the Simplified Meetings Procedures for advisory bodies, the Public Art Committee may invite non-member participation on its selection panels, juries and sub-committees at the discretion of the Committee. However, a member of the Committee shall act as chair for each sub-committee and all Public Art
Selection Panels developed for City-led projects must include and/or be chaired by a member of Committee. Panel composition will be developed by PAAC in consultation with staff.

 

 Composition 

The Public Art Advisory Committee shall be comprised of up to seven members as follows:

  • Two citizen members that are a working visual artist or craftsperson
  • Three citizen members of the visual arts and design community ie curator, architect, arts educator, landscape architect, arts administrator etc.
  • One representative from Rodman Hall Art Centre
  • One representative from the Niagara Artists Centre

Relevant skill sets, knowledge and experience are essential to the success of the PAAC. Priority shall be given to those with a professional visual arts or design background, as opposed to amateur.

 

 Reporting Structure 

 

The Committee reports to City Council through the Cultural Sustainability Committee. The Chair of the Public Art Advisory Committee will also be a member of the Cultural Sustainability Committee.

Administrative support to the Public Art Advisory Committee shall be provided by the Parks, Recreation and Culture Services department, which shall assign a Secretary to the Committee.

Additional staff resources as required from time to time will be provided by the following departments:

  • One urban design planner from Planning and Building Services
  • One cultural planning supervisor, Parks, Recreation and Culture Services

 

 Membership Term

The Public Art Advisory Committee's term is as per City Council's four-year term. The current Council term began with the 2014 election and will end in conjunction with the 2018 election.

The Public Art Advisory Committee will meet monthly, or at the direction of the Chair.
