While residents and businesses understand that municipal services are not free of cost, they do expect their municipal government to deliver return on their tax dollars by investing wisely in those initiatives that matter most. Financial planning, or budgeting, is a key factor in achieving this.

The Municipal Performance Measurements Program (MPMP) is a provincially-mandated program which requires municipalities to report annually certain performance measurement results. This program enables municipalities to measure their efficiency and effectiveness and provides a basis for benchmarking among other municipalities.
Municipalities are required to report MPMP results to the province through the Financial Information Return.
