Human Rights $50,000 Sharing Best Practices in Advocating for Legislation against Enforced Disappearances To strengthen civil society advocates’ capacity to advance legal norms against enforced disappearances. The Asian Federation Against Involuntary Disappearances will organize a three-day conference that will bring together human rights activists from around the world to examine legal mechanisms for addressing enforced disappearances, especially focusing on effective practices in campaigning for domestic legislation to criminalize enforced disappearances. Business & Human Rights Resource Centre Human Rights $75,000 Advancing Human Rights Practices in the Private Sector To promote respect for human rights in the private sector and raise awareness of the impact of business practices on human rights. The Centre will highlight and support civil society efforts to advocate for human rights protection and engage the private sector to respond to concerns, encouraging dialogue between all stakeholders. The Centre will operate a website that provides news, analysis, resources, and civil society reports on companies’ human rights practices and policies. The Centre will also help to strengthen grassroots documentation skills and provide networking opportunities for local advocates. Cartoonists Rights Network International Freedom of Information $10,150 Political Cartoons: Protecting Freedom of Expression in Challenging Environments To strengthen support for the free-speech rights of editorial cartoonists in challenging political environments. The Network will support the participation of select editorial cartoonists at a major conference bringing together leading professionals in the political cartoon field to discuss the threats they face in exercising free speech and share strategies for protecting those under threat. Center for International Private Enterprise NGO Strengthening $122,560 Program Management To manage funds awarded to CIPE by NED. This budget will cover staff time dedicated to fulfilling unique requirements of the Endowment such as preparation of program planning documents, participation in NED meetings, preparation of drawdown requests, and maintenance of the sub-grant monitoring system. Center for International Private Enterprise Developing Market Economy $170,464 Knowledge Management 2014 To capture and apply lessons learned in building the institutions of democratic free-market systems and increase cross-regional understanding of successful approaches. CIPE will produce a guide on managing economic reform in democratic transitions, and develop a toolkit on strengthening democratic governance processes - including sections on open policymaking based on public hearings and issue-driven public debate and working with legislators and political parties on economic platform development and engaging private-sector constituents. CIPE will also develop an entrepreneurship ecosystem assessment tool intended to serve as an aid to advocacy planning and coordinated entrepreneurship promotion. Center for International Private Enterprise Accountability $235,577 Strengthening Anti-Corruption Practices in Global Value Chains To build anti-corruption awareness and capacity among small- and medium-sized enterprises (SMEs) to combat corruption in global value chains. CIPE will engage with value chain stakeholders in a number of countries around the world and develop resources to improve transparency and accountability among SMEs. Center for International Private Enterprise NGO Strengthening $306,395 Program Development To support activities related to the identification of new projects and partners to meet ongoing programmatic aims and to develop projects in those targeted countries specified in the CIPE/NED Program Planning Document. Program Development funds will allow CIPE to develop new programs and approaches to address economic, political, and social challenges faced by fragile democracies, authoritarian, and semi-authoritarian regimes. Center for International Private Enterprise Civic Education $316,031 Forum on Economic Freedom 2014 To facilitate the flow of information on topics that will advance democratic and economic reform efforts and to multiply the impact of CIPE's partners and other reformers' programs. CIPE will reach out to audiences around the world through the publication of new articles, updating its website with new resources, social media outreach, networking, and the organization of roundtables, providing a platform for information sharing and exchanging lessons learned from successful approaches to democratic market-oriented reforms. Center for International Private Enterprise Developing Market Economy $216,826 Strengthening the Capacity of Local Reformers to Build Market-Oriented Democracies To enable chambers of commerce and business associations around the world to bring the voice of business to democratic policymaking. CIPE will develop, test, and disseminate training resources to partner organizations and create effective channels for sharing lessons and best practices in strengthening the capacity of private sector reformers. CIPE will also work with other international organizations to disseminate tools and approaches for public-private dialogue. Center for International Private Enterprise Civic Education $121,764 Empowering Women Entrepreneurs through Mentorships To empower women to become active participants in democratic and economic reform processes through entrepreneurship and mentorship. CIPE will support two businesswomen associations in Nicaragua and Serbia to conduct mentorship programs for aspiring women entrepreneurs and share best practices globally on the role of mentorships in building civic engagement and entrepreneurship ecosystems. Center for International Private Enterprise Civic Education $160,198 Strengthening Youth Engagement in Democratic Processes To enhance the capacity of young reformers to participate in democratic and economic reform processes. CIPE will administer two leadership development programs for chamber of commerce and business association young professionals, as well as young researchers, to provide exposure to best practices in the U.S. and apply lessons learned in their home organizations. Center for International Private Enterprise Developing Market Economy $61,845 Engaging the Private Sector in Open Governance To strengthen understanding of private sector roles in transparency initiatives and to broaden private sector participation in the Open Government Partnership (OGP). As co-chair of a council on engaging the private sector in OGP, CIPE will provide guidance on consultative processes for national open government initiatives and develop case studies that demonstrate the value of private sector engagement. CIPE will disseminate its findings at regional meetings to encourage peer learning among OGP member countries and conduct outreach to private sector organizations. East & Horn of Africa Human Rights Defenders Project Human Rights $80,000 Pan-African Human Rights Defenders Network To strengthen the protection of human rights defenders in North and sub-Saharan Africa by enhancing their capacity and cooperation with one another. The East and Horn of Africa Human Rights Defenders Project will serve as the secretariat of the Pan African Human Rights Defenders Network. Activities will include deepening member coordination; building the capacity of members in the areas of protection, documentation, and advocacy; and conducting joint advocacy at the regional and international levels. International Center for Journalists, Inc. Freedom of Information $75,000 IJNet: A Platform for Journalism Resources and Networking To strengthen the professional skills and expand the networking opportunities of independent media around the world. Through its online resource center, IJNet, The Center will produce original articles examining media issues of the day, provide news on current media-related training opportunities and events, and offer a range of resources including live chats, tip sheets, guides, expert advice columns, and interviews with media professionals. International Coalition of Sites of Conscience Human Rights $240,000 Strengthening Sites of Conscience To foster democratic values by connecting past struggles for freedom and human rights with contemporary challenges to democracy. The Coalition will strengthen memory initiatives within its partner network, which includes museums and sites of historic significance, to engage citizens on these issues through capacity building and peer learning opportunities for member sites, development of joint projects, and engagement with nascent sites. International Republican Institute Accountability $85,000 Expanding Access to Resources for Effective Local Democratic Governance To support collaboration between local government officials, civil society and citizens in implementing democratic governance best practices. The Institute will develop a handbook on local governance principles and practices that will serve as a practical guide for how to implement best practices in strengthening democratic governance, and that can be used as a training tool for local government officials and civil society groups. International Republican Institute Human Rights $1,060,000 Women's Democracy Network To strengthen women's political participation, leadership and election to public office worldwide. IRI will continue its Women's Democracy Network (WDN) programming. Active in 61 countries worldwide, WDN will continue to conduct targeted skills-building trainings, provide platforms for best practice sharing, connect aspirants to civic leadership with experienced women leaders through mentorship, and bring together diverse, multi-sector, representative groups of women through its Country Chapter program. International Republican Institute Democratic Ideas and Values $320,000 Building In-Country Capacity to Evaluate Democracy Support To build in-country capacity to evaluate and learn from democracy strengthening programs, and facilitate in-country, peer-to-peer collaboration on democracy program evaluation. In this basic phase of the initiative, IRI will train a new cadre of field-based IRI monitoring and evaluation (M&E) specialists and reinforce existing in-country expertise with additional skills training for current IRI M&E specialists. The efforts will be geared toward providing a foundation for ongoing peer-based learning among M&E specialists and developing a program to introduce, cultivate, and institutionalize M&E skills among in-country partners. International Republican Institute NGO Strengthening $123,370 Program Management To provide for the cost of managing the NED core funds grants. These costs are specific to NED's unique requirements but for which it is not practical to allocate to individual NED grants or projects. Activities include liaison with NED staff, annual planning, editing and coordination of reports and multiple proposal submissions, periodic training on NED guidelines and procedures, reprogramming efforts, strengthening program evaluation methodologies, etc. International Republican Institute Democratic Ideas and Values $400,000 Rising Stars To provide democratically-minded leaders and government officials greater exposure to successful models of economic policy and democratic development to equip them with the skills to face the challenges of democratic governance. IRI will select potential future democratic leaders from authoritarian states and transitioning democracies to participate in a two-week international exchange that focuses on topics related to democratic governance. IRI will also bring two sub-national leaders and their staff on two exchanges to expose them to best practices in democratic governance and public administration. International Republican Institute NGO Strengthening $100,000 Program Development To explore areas in which there may be potential openings for assistance. IRI will conduct a number of program assessment activities and country visits which involve research interviews with political parties, civil society organizations, elected officials, diplomatic personnel and other potential implementing partners. Key areas of evaluation include the current state of political party development, civil society, media and the business sector, and the status of key constituencies such as women, youth and minorities. National Democratic Institute for International Affairs Accountability $67,000 Enhancing Citizen Political Participation through Issue-Organizing Around Elections To enhance citizens' ability to promote accountability. NDI will develop resources on how issue-based election organizing can help citizens hold government accountable. NDI will conduct a review of recent programs in which NDI assisted local partners to carry out issue-focused organizing and publish an electronic guide on strategies, tools and tactics local partners can use in future programs. National Democratic Institute for International Affairs Accountability $50,000 Support to the Legislative Openness Working Group To improve public trust and confidence in legislatures and to help them adapt to a more technology-empowered world. NDI will support parliaments, governments and civil society organizations from the more than 20 countries that are participating in the Legislative Openness Working Group (LOWG) of the Open Government Partnership. NDI will convene a global meeting of the LOWG, a global "hackathon" event, and expert consultations to support collaboration among group members toward the use of new tools and data to support citizen engagement and create new mechanisms of transparency and accountability. National Democratic Institute for International Affairs NGO Strengthening $123,000 Program Management To support NDI staff time devoted to the unique management of Endowment-funded programs; managing the proposal process; ongoing coordination and oversight of projects and project budgets among the Institute's regional teams and accounting staff; provision of training to program staff on Endowment-specific requirements; liaising with the Endowment on any issues that might arise; and editing, compiling and transmitting program reports. National Democratic Institute for International Affairs Accountability $140,000 Deepening and Broadening the Open Parliament and Politics Communities of Practice To help build public confidence in democratic institutions. NDI will strengthen global communities of practice around legislative and political openness. With civil society partners from the OpeningParliament.org community, and governments and parliaments participating in the Open Government Partnership (OGP), the Institute will build a global database of comparative information on the openness of world parliaments, support the activities of an OGP working group on legislative openness, and create a platform to build connections between communities of practice focused on political openness. National Democratic Institute for International Affairs NGO Strengthening Supplement: $50,351 Program Development To develop programs promoting democratic development. Activities will aim to increase knowledge about democratic organizations and enhance current information on political developments in new and emerging democracies; broaden NDI's involvement with emerging democratic organizations in closed societies; and expand the network of political contacts whose experiences can contribute to future programs. National Democratic Institute for International Affairs Strengthening Political Institutions $59,000 Political Party Peer Network Platform To promote dialogue between political parties and the party and democracy assistance communities on challenges, innovations and best practices in the field. NDI will launch an online platform that will serve as a hub for collaboration between political parties and the party assistance community of practice; provide a venue for exchange about challenges and opportunities for party assistance; and house an online library for political party resources. National Democratic Institute for International Affairs Accountability $67,000 Helping Engage Citizens, Promote Peaceful Elections and Strengthen Civic Groups through Candidate Debates To inform and engage citizens, promote peaceful elections and strengthen civic groups. NDI will help non-governmental organizations overcome logistical and political challenges to hold widely broadcast candidate debates for all levels of public office. NDI will facilitate a global exchange of best practices among debate groups through in-country technical assistance, support two nascent African and Caribbean regional debate networks, and the exchange of expertise through a web-based debate library, debate newsletter, and publication of an international comparative debate organizing guide. National Democratic Institute for International Affairs NGO Strengthening $130,000 Participatory Monitoring and Evaluation for Local Democracy Organizations To strengthen internal monitoring and evaluation systems of civil society organizations and promote their capacity to effect long-term democratic change. NDI will develop and deliver a training curriculum to its field-based monitoring and evaluation community of practice, field test participatory monitoring and evaluation tools, document the lessons learned from four case studies, and develop a training manual that incorporates the lessons learned to be shared broadly with groups focused on democracy and governance. National Democratic Institute for International Affairs Human Rights $150,000 Gender-Sensitive Monitoring and Evaluation Practice To promote gender-sensitive monitoring and evaluation models, tools and guidelines for mainstreaming gender throughout the democracy assistance project cycle. NDI will operationalize its working theory of change for women's political participation; create theory-based program models; develop gender-sensitive program design tools and templates; review current gender-sensitive evaluation methods; draft evaluation methods and frameworks; and develop and deliver a collaborative learning curriculum. National Democratic Institute for International Affairs NGO Strengthening $247,649 Program Development To develop programs that promote democratic development; increase knowledge about democratic organizations and enhance current information on political developments in new and emerging democracies; broaden NDI's involvement with emerging democratic organizations in closed societies; and expand the network of political contacts whose experiences can contribute to future programs. National Democratic Institute for International Affairs Political Processes $124,982 Developing Norms, Principles and Networks for Electoral Integrity To help promote open, inclusive processes and to further develop norms and networks that advance electoral integrity. NDI will support key normative development and networking efforts of the Global Network of Domestic Election Monitors (GNDEM) and international election observation organizations, and encourage dialogue among the GNDEM members and electoral officials. It will also assist ongoing international efforts aimed at furthering norms for electoral integrity. New York University Human Rights $110,611 Scholars at Risk: Monitoring Attacks on Academic Freedom To protect academic freedom and raise awareness of the importance of university values to democratic societies. Scholars at Risk (SAR), hosted at New York University, will continue to refine its formalized system to monitor and report on attacks on academic freedom throughout the world. SAR will work with and expand its network of local monitors to track and report on violations through its website and an email digest as well as develop advocacy strategies informed by the monitoring data. Solidarity Center NGO Strengthening $230,000 Program Development To devise and explore strategies that lead to full-fledged program proposals, to use program consultations with funders, experts, and global union partners to devise new programs and evaluate current initiatives, and to ensure that worker voice components are included in discussions about development and democracy, especially in forums about countries transitioning from dictatorship to democracy. Solidarity Center NGO Strengthening $125,000 Program Management To effectively manage and oversee the framework of NED-funded programs by facilitating compliance with NED-specific requirements for written and financial reporting, and to provide liaison and communications assistance between NED program staff and Solidarity Center field staff on issues related to NED-funded programs. Solidarity Center Freedom of Association $450,403 Educating and Promoting Vulnerable Migrant Workers and their Rights To strengthen trade unions' skills to advocate for worker rights and promote cooperation between countries of origin and destination in South Asia and the Gulf to protect the fundamental rights of migrants and other vulnerable workers. The Center will support skills training on communication, advocacy, negotiation, and inclusive representation, as well as build on its existing partnerships to promote good practices among destination countries and support countries of origin to strengthen protections for their citizens working abroad. Solidarity Center Rule of Law $260,000 Using International Worker and Human Rights Standards to Build Rule of Law in Bangladesh, Cambodia, Honduras, Mexico and South Africa To improve the ability of lawyers and legal activists participating in worker and human rights networks in Cambodia, Honduras, Mexico and South Africa to use international human rights treaty instruments, and corresponding domestic laws, in support of worker rights and democracy., The Center will support partners in each country carrying out trainings for lawyers, paralegals and lay legal advocates, and providing legal support to workers. Women's Learning Partnership for Rights Development and Peace Human Rights $250,000 Women’s Leadership and Civic Engagement for Democratic Transformation To strengthen the capacity of women to become leaders and advocates for women's rights, democratic governance, and peacebuilding. WLP will adapt and update its culture-specific curricula on leadership, political participation, technology for advocacy, and women's rights in transitional societies. WLP and partners will also organize training-of-trainers workshops based on these curricula, operate an online portal and new electronic courses, and conduct networking and advocacy on women's rights. World Organization Against Torture Human Rights $75,000 Civil Society Mobilization Against Torture To strengthen protection from and prevention of torture. Focusing on Pakistan, Mexico, Ivory Coast, and Togo, the Organization will collaborate with local partners in mobilizing civil society action against torture. Activities will include engaging with the United Nations Committee Against Torture, fostering public awareness and dialogue, and advocating for states to implement laws and policies that adhere to international standards.
