LUHANSK, UKRAINE (RADIO FREE EUROPE/CNN) - In Ukraine, an explosion in the Luhansk regional state administration building killed seven people on Monday, according to the Luhansk Regional State Health Department.
Luhansk is part of the pro-Russian separatist area in eastern Ukraine and forms part of the self-declared Donetsk Republic.
Also, officials say five militants have been killed in a major assault by pro-Russian separatists on a border guard base near Luhansk.
Guards initially repulsed them, but they changed positions and began shooting from nearby residential buildings.
