What is a SETA?

According to the South African Qualifications Authority (SAQA),

 

SETA stands for Sector Education and Training Authority. The members of a SETA include employers, trade unions and government departments. SETAs are established by the Minister of Labour in terms of the Skills Development Act. The functions of SETAs are listed in that Act. These include the development and implementation of a sector skills plan, registering and promoting learnerships and applying to SAQA for accreditation as an Education and Training Quality Assurance body (ETQA) for qualifications in its sector. http://www.saqa.org.za/docs/brochures/nqf_setas.pdf

 

For example, there is a SETA that deals with the tourism and hospitality sector; another is concerned with the development of skills in the information technology sector; another is responsible for the manufacturing sector and there is a SETA for agriculture.

 

What is the function of a SETA?

The functions and responsibilities of SETAs are set out in Chapter 3, section 10 of the Skills Development Act, 1998.

 

The main function of SETAs is to work towards to the raising of skills, and to bring skills to the employed, (or to people who are not employed but who want to be), in their sector.

 

In order for SETAs to be successful in their functions, the Skills Development Act states that the functions and duties of a SETA are to:

 

    • Develop a sector skills plan

    • Implement the sector skills plan

    • Develop and administer learnerships

    • Support the implementation of the National Qualifications Framework

    • Undertake quality assurance

    • Disburse levies collected from employers in their sector

    • Report to the Minister of Labour and to the South African Qualifications

 

The Act also gives power to SETAs to take appropriate action to enable them to undertake these various functions.

 

What are SETA-accredited courses?

To offer nationally recognised training, all training providers and educational institutes need to be accredited by a relevant Education Training Quality Assurance Body (ETQA).

 

[Remember, SETAs are one kind of Education Training Quality Assurance Bodies – ETQAs]

 

When an education or training provider is accredited by an ETQA (for example, SETAs), this ‘stamp of approval’ indicates that the provider gives valuable, portable, outcomes-based and relevant training and assessment. When an education provider is accredited by a SETA, they are then able to offer SETA-accredited courses.

 

By registering with an ETQA-accredited training provider (for example, with a College that offers SETA-accredited courses), you can be assured that you will gain valuable knowledge from these courses which you will be able to apply in your workplace.
