Competition: NGO Focal Points for the PRS Implementation in the Republic of Serbia

The PRS Implementation process aims at the integration of PRS-set measures into the regular system of planning, budgeting and implementation by the Government and other partners participating in the process. In order to achieve this aim, it is necessary to ensure active participation of civil society organizations and build partnerships between the government and non-government sectors in the PRS implementation process and wider reform processes. With this aim, the PRS Implementation Focal Point has initiated the programme entitled NGO Focal Points for the PRS Implementation in the Republic of Serbia .

Programme Purpose and Participants

The programme shall contribute to the development of communication and cooperation mechanisms between the government and non-government sectors, facilitate the definition of recommendations and opinions of a wider civil society forum, and contribute to the participation of civil society organizations (CSI) in key processes linked to the PRS implementation in the jurisdiction of the Government (policy definition, programme implementation, monitoring and reporting).

The programme envisages the selection of qualified organizations and individuals to perform the following programme-defined functions:

  1. NGO Focal Points (7 organizations);
  2. Programme Management Unit – PMU (1 organization);
  3. Monitoring and Evaluation Team (2 persons).

Information on the Selected CSFP and PMU

Based on the criteria identified in the program design, the Selection Committee selected the following organizations whose project proposals were awarded the highest number of points:

  1. Autonomous Women’s Center – CSFP for Women
  2. Civic Initiatives – CSFP for Youth
  3. Group 484 – CSFP for Refugees and IDPs
  4. Association for Promotion of Mental Health in Children and Youth – CSFP for Children
  5. Roma Information Center – CSFP for Roma
  6. Amity – CSFP for Elderly
  7. Center for Independent Living – CSFP for Persons with Disabilities
  8. Center for Development of Non-Profit Sector – Program Management Unit

Roles and Activities of Programme Participants

Primary activities of selected NGO Focal Points are the establishment of systems of communication and flow of information between the PRS Implementation Focal Point and other government institutions and civil society organizations (CSO). The programme envisages the engagement of seven NGO Focal Points relating to vulnerable groups of population in line with the PRS recommendations.

The Programme Management Unit (PMU) is a CSO with previous experience of providing support and harmonizing the work of others CSOs, and shall be tasked with establishing cooperation and information exchange systems among NGO Focal Points, with the aim of providing support and promoting good practices; monitoring outcomes of NGO Focal Points' activities; harmonizing activities of all NGO Focal Points and information exchange among clusters; initiating activities with the aim of promoting the PRS implementation, etc.

The Monitoring and Evaluation Team (two persons) shall evaluate the work of NGO Focal Points and the PMU. The evaluation shall include activity outcomes of NGO Focal Points and PMU after six and twelve months of the project implementation. The evaluation of achieved results shall contain recommendations on whether conditions have been fulfilled for the continuation of the programme.

Project Duration

The programme duration is one year, with the possibility of its extenuation. The programme is financed by the resources of the Department for International Development of the United Kingdom provided to the Government of the Republic of Serbia to monitor and coordinated the implementation of the Poverty Reduction Strategy.
