The ADNDRC is a joint undertaking by the China International Economic and Trade Arbitration Commission (CIETAC) and the Hong Kong International Arbitration Centre (HKIAC). It has been accredited by ICANN as dispute resolution provider under its Uniform Domain Name Dispute Resolution Policy (UDRP) and Registrar Transfer Dispute Resolution Policy (TDRP). The ADNDRC currently has four offices, namely the Beijing Office operated by CIETAC, the Hong Kong Office Operated by HKIAC, the Seoul Office operated by Korean Internet Address Dispute Resolution Committee (KIDRC) and the Kuala Lumpur Office operated by the Kuala Lumpur Regional Centre for Arbitration (KLRCA)

China International Economic and trade Arbitration Commission (CIETAC)

CIETAC is the leading international commercial arbitration institution in China, with its headquarters in Beijing. It was originally established in April 1956 within the China Council for the Promotion of International Trade. In keeping with the modernisation of China's economic and trade development the organization was reorganised and took on its current name in 1988. In 1989, CIETAC established a Sub-Commission in Shenzen and in 1990 a Sub-Commission was established in Shanghai. Its current Panel of Arbitrators, selected and appointed from among Chinese and foreigners with special knowledge and practical experience in trade and economics, science and technology, law and other fields, contains 518 arbitrators who come from more than 30 countries and regions around the world. The foreign arbitrators and the arbitrators from the Hong Kong SAR, the Macau SAR and Taiwan amount to 174. Up to now, CIETAC has concluded over 10,000 cases and become one of the well-known international arbitration institutions in the world.

CIETAC is one of two, the other being HKIAC, domain name dispute resolution providers for .cn ccTLD.

Hong Kong International Arbitration Centre (HKIAC)

HKIAC is an independent non-profit organization established in 1985 to assist disputing parties to solve disputes by arbitration and by other means of alternate dispute resolution. One of its main objectives is to help Hong Kong become a leading Asian international dispute resolution center. In terms of caseload, the HKIAC has grown from 8 in its initial year of operation to 280 in 2004.It has co-operation agreements with 18 international arbitral and ADR bodies around the world, including, among others, the International Court of Arbitration, the American Arbitration Association and the International Chamber of Commerce.

HKIAC has also been named as the domain name dispute resolution provider for the following country code top level domain names (ccTLDs), namely .cn (the Mainland of China), .hk (Hong Kong), .pw (Palau) and .ph (Philippines). In April 2005, HKIAC was approved by China Internet Network Information Centre (CNNIC) to handle the Internet Keyword Disputes under the CNNIC Internet Keyword Dispute Resolution Policy.

Korean Internet address Dispute Resolution Committee (KIDRC)

KIDRC previously known as Internet address Dispute Resolution Committee (IDRC) was established in 2002, with the aim of settling disputes on the Internet pertaining to Internet address. The Korea Internet & Security Agency (“KISA”) handles the administrative affairs of the KIDRC. It currently is the sole dispute resolution provider for .kr and .한국 domain names.

Kuala Lumpur Regional Centre for Arbitration (KLRCA)

The status of KLRCA as an independent arbitral institution for both and international arbitration is a clear policy of the Malaysian Arbitration Act 1952. The Amendment to Malaysian Arbitration Act 1952 in 1980 includes a section 34, which provides that any arbitration conducted under the Rules of the Centre is excluded from the supervision or intervention of the Malaysian Courts. Section 34 includes domestic arbitration and international arbitration. KLRCA is currently the sole dispute resoltuion provider for .my domain names.

ICANN Uniform Domain Name Dispute Resolution Policy (UDRP)

The ADNDRC was formed to provide dispute resolution services in regard to disputed generic top level domain names (gTLD's), which are the top level domains approved by the Internet Corporation for Assigned Names and Numbers (ICANN), which appointed the ADNDRC as a domain name dispute provider on 3 December, 2001.

The domains in regards to which the ADNDRC will act as a domain name dispute resolution provider include all Generic Top Level Domains (gTLDs): -

.aero, .asia, .biz, .cat, .cc, .com, .coop, .info, .jobs, .mobi, .museum, .name, .net, .org, .pro, .tel, .travel and .tv

Domain name disputes handled by the ADNDRC are governed by the Uniform Domain Name Dispute Resolution Policy (UDRP) and the Rules for Uniform Domain Name Dispute Resolution Policy (UDRP Rules) approved for implementation by ICANN on 26 August, 1999 and 24 October, 1999 as well as the ADNDRC Domain Name Dispute Supplemental Rules adopted by the ADNDRC with effect from 28 February, 2002.

ICANN Registrar Transfer Dispute Resolution Policy (TDRP)

As of 8 November 2004, the ADNDRC has been approved ICANN, to be one of the two registrar transfer dispute resolution (TDRP) providers. Registrar transfer disputes handled by the ADNDRC are governed by the ICANN Registrar Transfer Dispute Resolution Policy and ADNDRC Supplemental Rules to ICANN Registrar Transfer Dispute Resolution Policy adopted by the ADNDRC with effect from 12 November 2004. The Administrative Proceeding process will be based only on the documents provided by the parties with an in-person hearing occurring only in exceptional cases.

Registrar Transfer Dispute can be filed with the Hong Kong Office and Beijing Office and to be handled by e-mail, fax and/or post.

The ADNDRC provides its domain name dispute resolution services through four offices - one in Beijing, which will be managed and operated by CIETAC, one in Hong Kong, which will be managed and operated by the HKIAC, one in Seoul, which will be managed by KIDRC and the other in Kuala Lumpur, which will be managed and operated by the KLRCA. A Claimant, utilizing the services of the ADNDRC to handle a domain name dispute, has the choice of which office of the ADNDRC the Claimant wishes to administer the dispute in question.
