The numerical result of a test given to 100% of individuals of a population rather than a result based on examining only a sample of that population. For instance, all recuits in the Marine Corps take a test of military knowledge in any particular year. The average score obtained is therfore absolutely true and not a sampling estimate for this group of cadets for that year.
