ROSTOV-ON-DON, August 23 (RIA Novosti) - The Moscow-led Customs Union of Russia, Belarus and Kazakhstan may have to use protective measures should Ukraine sign an association agreement with the European Union, Russian President Vladimir Putin has said.

“If our neighbors [Ukraine] resort to a substantial liberalization of their customs regime with the EU, goods that are not bad in terms of quality and price would inevitably gush to the Ukrainian market, but they would be squeezing out Ukrainian-made goods from the Ukrainian market,” Putin said Thursday.

“Then the Customs Union countries would have to think about protective measures,” he said at a meeting on the social and economic development of the southern Russian Rostov Region that borders on Ukraine.

Putin said that the country of origin would be hard to identify for such goods.

The Russian president said a Ukrainian delegation would arrive in Moscow next week for consultations over Kiev’s plans of cooperation with the EU.

A spokeswoman for Russian Prime Minister Dmitry Medvedev, Natalya Timakova, said Thursday Ukrainian Prime Minister Mykola Azarov would arrive in Moscow on a working visit on August 26 to discuss economic issues.

Ukraine's Ministry of Revenues and Duties said Tuesday Russia’s customs authorities had notified Ukraine that extra customs procedures for Ukrainian goods had been scrapped days after being introduced.

On July 14, Russia introduced rigorous checks of Ukrainian goods crossing its border. A number of Ukrainian manufacturers said the move de-facto blocked their exports to Russia. The restrictions have also been condemned by Ukrainian lawmakers from across the political spectrum, with some describing the move as part of a “trade war.”

The Federation of Employers of Ukraine, which represents the interests of thousands of companies that together account for some 70 percent of Ukraine’s GDP, has said that if the customs changes were permanent they could cost Ukrainian companies more than $2.5 billion by the end of this year.

Russia and Ukraine have had a series of politically driven commercial spats since the fall of the Soviet Union, and the Kremlin is currently pushing for Ukraine to join the Customs Union.

Russian presidential advisor Sergei Glazyev said Sunday that the new customs restrictions had been implemented because of the possibility of the EU and Ukraine signing an EU–Ukraine Association Agreement and establishing a Deep and Comprehensive Free Trade Area (DCFTA) at a summit due in Vilnius in November.

    I believe you have a typo or Putin is being unusually forthright in the above sentence:
    "goods that are not bad in terms of quality and price would inevitably gush to the Ukrainian market"

      Geopolitical situation of Ukraine is in total mess. If Ukraine decide to join EU costums union, there would be no moore cheap gas and oil from Russia to Ukraine, no moore technological cooperation with Russian aviation, atomic, steel and military industry. No moore imports and exports of Ukrainian goods and services into Russia, Kazakstan and Belarus. Millions of Ukrainian emmigrants would need visa to enter Russian teritory and special working permits...etc.

      So this sanctions would hurt poor economy of Ukraine and deprive it of billions $.

      Ukrainian economy is in total default and in simmiliar position as Bulgaria and Romania. Ukraine is one of poorest country in Europe. Ethnic conflicts with Russia could totaly destabilazed Ukraine as state and push its economy into state of anarchy. The same was Georgia or Moldavia...states that have decades old ethnic conflicts with Russia.

      Belive me, Russia would not stand still in case of protecting rights of Russian people living in Crimea, Harkiv, Donetsk and other teritories of Ukraine, where Russians are mayority of population.

      Russian air force could send paratroopers and special forces into action. Russian tank divisions could break into Ukraine from east. Russian navy situation in Crimea and Novorrosysk would secure Black Sea. Russian air force can engage Kiyev with strategic bombers TU-160 from it's base in Engels...

      So ask yourself...is economy of Ukraine and Ukraine as state able to witstand long term conflict with Russia ?

      We, as EU founding member, have lost complete sovreignty and ceded all political power to the unelected commissaries representing the usurer's plutocratic dictatorship. The new Treaty of Lisbon has not been approved by any population of the 27 member states in a democratic referendum.
      Eurogendfor is the new EU Gestapo with headquarters in a US military base in Northern Italy and enjoys total impunity and immunity.
      Thirty millions European people are now jobless with no upbeat outlook. Greece Bulgaria and the whole Balcanic and Iberian peninsulas are experiencing a humanitarian catastrophy with the total indifference of the powers that be.

      Russia should not worry itself about Ukrainian wet dreams and empty hopes. They will never ever join the EU as simply EU is in such constellation where we have very poor and bankrupt countries and fairly rich and well standing which are biting each other to the bones and on top of that we have a countries that should be kicked out of EU time ago such as UK and Baltic states as they behave as EU worst enemies and US trumpets, simply will not exist any more.

      Russia should need to think to strengthen its own industry, reinvent itself and reduce its dependency on money earned from crude material exports. Russia needs to start to invest in small to medium sized companies with private entrepreneurs and not to relay on corrupt and criminal oligarch and Putin's cronies.

      Russia needs new leadership which will first and foremost realize that Russian people are the most valuable assets and start to invest in them to improve their life and living conditions. Russia needs to arrest and bring to the honest court all oligarchs and strip them off everything that they stole after 1989.

      Only internally strong Russia will gain respect of all former states and they by themselves will seek any kind of political and economical ties or even reunion with Russia. Trying to impose ties by force is counter productive.

      Sometimes is very wise to make even two steps back in order to assure future forward steps.
