James W. Harper (born October 8, 1948) is an American actor. Throughout his career, he has acted in many movies and guest-starred in a myriad television shows, such as Frasier, NYPD Blue, Star Trek: Deep Space Nine, and JAG. He also played the role of Admiral Kelso in the 1998 film Armageddon. In addition to acting, Harper has contributed his voice to several video games, most notably StarCraft, Resistance: Fall of Man, and Diablo. Although Harper voiced Arcturus Mengsk in StarCraft and StarCraft: Brood War, he was for a time incorrectly believed to be the voice of Zeratul,[1] who was voiced by the late Jack Ritschel.[2] Harper reprised his role in StarCraft II: Wings of Liberty.
