Workshop on Article XI of the Chemical Weapons Convention and its follow up

The Technical Secretariat of the OPCW held a workshop on Article XI of the Chemical Weapons Convention at the OPCW Headquarters in The Hague on 24 and 25 November 2010, in pursuance of the decisions by the Conference of the States Parties at its Fourteenth Session and the Executive Council at its Sixty-First Session.

The workshop was organised “for the exchange of ideas among States Parties, relevant stakeholders from States Parties, including inter alia, chemical-industry associations, non-governmental organisations, regional and international institutions, which could assist, as appropriate, the policy-making organs of the OPCW to explore, identify and develop concrete measures on the full implementation of Article XI of the Convention”. In the framework of the celebration of the International Year of Chemistry, The Organisation held on 12 and 13 September 2011, an international Conference on International Cooperation and Chemical Safety and Security. The Conference was attended by more than 400 participants from 129 States Parties; Speakers and participants represented a broad and diverse range of expertise including government institutions, industry, and science and academia.

The conference made a number of important recommendations with regard to the full implementation of article XI and followed up on the results achieved by article XI Workshop. The outcome document of the Conference is available here (LINK TO DOC).

More recently, the Conference of States Parties adopted, at its 16th session (28 November-2 December 2011), a decision on the components of an agreed framework for implementing Article XI, and requested the Executive Council to explore additional measures within the framework to ensure the full, effective and non-discriminatory implementation of all Article XI provisions.
