The Space and Naval Warfare (SPAWAR) Systems Center Atlantic awarded contracts worth a combined $75.8 million to Eagan, McAllister Associates (N65236-09-D-3806) in Lexington Park, MD and ManTech Systems Engineering (N65236-09-D-3807) in Fairfax, VA, to provide tactical command and control (C2) integration and improvement support for the U.S. Department of Defense and federal agencies.
The companies will provide system engineering, configuration management, test and evaluation, fleet introduction, product improvement, quality assurance, logistic, and life cycle management support for various C4ISR (command, control, communications, computer, intelligence, surveillance and reconnaissance) requirements, programs, and projects.
The SPAWAR Systems Center Atlantic was formed Sept 29/08 from the consolidation of the former SPAWAR Systems Centers Charleston, New Orleans, and Norfolk…

AP-3C over Darwin
In November 2005, the Australian Government, Tenix Defence and Eurocopter subsidiary Australian Aerospace (AA) have signed the P3 Accord Master Agreement to provide capability upgrades and Through Life Support (TLS) for the Royal Australian Air Force (RAAF) AP-3C Orion maritime patrol and anti-submarine warfare aircraft. The three parties have established a Joint Management Office (JMO) to supervise all Accord activities under a unique risk-sharing contractual arrangement. The JMO will develop and implement all RAAF AP-3C capability upgrades and TLS solutions through to the aircraft’s planned withdrawal date – at which point it will likely be replaced by the 737-based AP-8A MMA.
The combined value of the TLS and block upgrades to the aircraft is expected to be more than A$ 1 billion, and the project is moving on to a new phase – even as some of the efforts that led to the most recent announcement win Australian awards…

The Naval Facilities Engineering Command awarded 4 indefinite-delivery/ indefinite-quantity multiple award construction contracts to AMEC Earth & Environmental in Plymouth Meeting, PA (N33191-09-D-0118); American International Contractors in Arlington, VA (N33191-09-D-0119); United Infrastructure Projects in Dubai, UAE (N33191-09-D-0120); and Kooheji Contractors W.L.L. Manama in the Kingdom of Bahrain (N33191-09-D-0121) for design and construction, renovation or repair of facilities, waterfront or airfields throughout Southwest Asia and Africa.
The maximum dollar value, including the base period and 4 option years, for all 4 contracts is $75 million. The companies will perform construction work in Bahrain (50%), Djibouti (40%), and UAE (10%), and expect to complete the work by July 2014. This contract was competitively procured via the European Navy Electronic Commerce Online website with 8 proposals received by the NAFAC Europe and Southwest Asia in Naples, Italy.

A number of small businesses received design-build multiple-award construction contracts for design, construction, and renovation of U.S. government facilities in Millington, TN. The total amount for all contracts combined is not to exceed $10 million (base period and 4 option years).
The 5 small businesses are SRS in Gallatin, TN (N40083-09-D-5014); Precise Concrete in Memphis, TN (N40083-09-D-5015); Chief Electric in Memphis, TN (N40083-09-D-5016); A&H Contractors in Memphis, TN (N40083-09-D-5017); and G&M Associates in Cookeville, TN (N40083-09-D-5018).
SRS received the first task order worth $1.9 million to renovate Bldg-452 at the Naval Support Activity (NAVSUPPACT) MidSouth, Millington, TN. Work for this task order is expected to be completed by April 2010.

M249 machine gun, Afghanistan
FN Manufacturing in Columbia, SC received a $68.4 million firm-fixed-price contract to supply M249 5.56mm light machine guns to the U.S. Army. The quantity was not disclosed.

Hornets Still Can Sting
Raytheon Co. in El Segundo, CA received a maximum $48.7 million firm-fixed-price sole-source contract for spare AN/APG-73 radar systems and parts for the U.S. Navy F/A-18C/D Hornet fighter aircraft. Raytheon will perform the work in California, Massachusettes, Mississippi and Texas. There was originally 1 proposal solicited with 1 response. The date of performance completion is July 2012. Defense Logistics Agency Procurement Operations in Philadelphia, PA manages the contract (N00383-07-G-700H-TBD).

Airborne at Bragg
Balfour Beatty Construction in Fairfax, VA won a $37.6 million firm-fixed-price contract for the design and construction of 2 schools in the northern training area at Fort Bragg, NC. The contractor expects to complete the construction by Mar 15/11. Proposals were solicited on the Web with 16 proposals received by the U.S. Army Engineer District in Savannah, GA (W912HN-09-C-0033).
Balfour Beatty will build a 550 student middle school to serve 6th through 8th grade students (approximately 99,300 sq. ft.) and a 714 student elementary school to serve pre-kindergarten through 5th grade students (approximately 123,616 sq. ft.). Apriva ISS in Scottsdale, AZ received a $17 million firm-fixed-price contract to build an updated gateway to enable U.S. military personnel to use their secure smartphones while on the move.
Under the contract, Apriva will operate and maintain the multi-carrier entry point (MCEP 1) gateway for the Defense Information Systems Agency’s secure mobile environment portable electronic device (SME-PED) network, and buildout, operate and maintain an upgraded gateway (MCEP 2).

Lockheed Martin Missile and Fire Control received a $142 modification to a firm-fixed-price contract for 55 Arrowhead kits for U.S. Army AH-64 Apache helicopters and kits for several international customers.
Arrowhead is an advanced electro-optical and fire control system that AH-64 Apache helicopter pilots use for combat targeting of their Hellfire missiles and other weapons, as well as safe flight in day, night, or bad weather missions. Arrowhead’s forward-looking infrared (FLIR) sensors use advanced image processing techniques to give pilots the best possible resolution to avoid obstacles such as wires and tree limbs during low-level flight.
