Surion: Eurocopter’s Korean KHP/KUH Helicopter Deal

South Korea currently owns around 700 helicopters, but more than half are considered outdated, and they need to be replaced. December 2005 marked the endgame for a South Korean competition to produce about 245 utility transport helicopters, which would be developed and produced as a semi-indigenous program. The KHP/ Surion is in the 8-tonne class, and is designed to carry 11 troops. Industrial offsets were also important, as the program is designed to boost Korea’s ability to design and build its own rotary-wing aircraft. EADS Eurocopter was chosen as the cooperating partner.

The Korean government gave its final approval of the contract in June 2006, and the project is underway. Note that while company releases place the program’s value at $6-8 billion, the program hasn’t reached that level yet. The initial contract was for KRW 1.3 trillion ($1.3 billion), and is for research and development only. That development finished in April 2013, and the main production contract is next. It will proceed in parallel with additional contracts to develop Surion specialty versions for Korea’s federal police and Marine Corps, and all of these models will be offered for export through a joint venture with Eurocopter.

Airbus’ A400M Aerial Transport: Delays and Development

Airbus’ A400M is a EUR 20+ billion program that aims to repeat Airbus’ civilian successes in the full size military transport market. A series of smart design decisions were made around capacity (35-37 tonnes/ 38-40 US tons, large enough for survivable armored vehicles), extensive use of modern materials, multi-role capability as a refueling tanker, and a multinational industrial program; all of which leave the aircraft well positioned to take overall market share from Lockheed Martin’s C-130 Hercules. If the USA’s C-17 is allowed to go out of production, the A400M would also have a strong position in the strategic transport market, with only Russian AN-70, IL-76 and AN-124 aircraft as competition. To date, 174 orders have been placed by Germany (now 53 + 7 options), France (50), Spain (27), Britain (now 22), Turkey (10), South Africa (8), Belgium (7), Malaysia (4), and Luxembourg (1). Chile has expressed an unfinalized interest in 3 planes, but is now likely to buy Brazilian KC-390s instead.

EADS’ biggest issue, by far, has been funding for a project that is more than EUR 7 billion over budget. The next biggest issue is timing, as A400M delivery penalties and Lockheed Martin’s strong push for its serving C-130J Super Hercules cast a pall over the A400M’s potential future. The entire project was under moratorium for over a year as all parties decided what to do, but it’s now moving forward again. MQ-9 Reaper: The First Operational UCAV?

The MQ-9 Reaper UAV, once called “Predator B,” is somewhat similar to the famous Predator. Until you look at the tail. Or its size. Or its weapons. It’s called “Reaper” for a reason – while it packs the same surveillance gear, it’s much more of a hunter-killer design. Some have called it the first fielded Unmanned Combat Air Vehicle (UCAV).

The Reaper UCAV will play a significant role in the future USAF, even though its capability set makes the MQ-9 considerably more expensive than MQ-1 Predators, whose price benefits from less advanced design and volume production orders. Given these high-end capabilities, and expenses, one might not have expected the MQ-9 to enjoy better export success than its famous cousin. Nevertheless, that’s what appears to be happening. MQ-9 operators currently include the USA and Britain, who have both used it in hunter-killer mode, and Italy. Other countries are also expressing interest, and international deployments are accelerating. Then the US Air Force’s FY13 President Budget cut its requested order pipeline, all of a sudden.

LCS: The USA’s Littoral Combat Ships

Exploit simplicity, numbers, the pace of technology development in electronics and robotics, and fast reconfiguration. That was the US Navy’s idea for the low-end backbone of its future surface combatant fleet. Inspired by successful experiments like Denmark’s Standard Flex ships, the US Navy’s $35+ billion “Littoral Combat Ship” program was intended to create a new generation of affordable surface combatants that could operate in dangerous shallow and near-shore environments, while remaining affordable and capable throughout their lifetimes.

It hasn’t worked that way. In practice, what the Navy wanted, the capabilities needed to perform primary naval missions, and what could be delivered for the sums available, have proven nearly irreconcilable. The LCS program has changed its fundamental acquisition plan 4 times since 2005, and canceled contracts with both competing teams during this period, without escaping any of its fundamental issues. LAS in, LAS out: Counter-Insurgency Planes for the USA and its Allies

The USA needs a plane that can provide effective precision close air support and JTAC training, and costs about $1,000 per flight hour to operate – instead of the $15,000+ they’re paying now to use advanced jet fighters at 10% of their capabilities. Countries on the front lines of the war’s battles needed a plane that small or new air forces can field within a reasonable time, and use effectively. If these 2 needs are filled by the same aircraft, everything becomes easier for US allies and commanders. One would think that this would have been obvious around October 2001, but it took until 2008 for this understanding to even gain momentum within the Pentagon. A series of intra-service, political, and legal fights have ensured that these capabilities won’t arrive before 2015 at the earliest, and won’t arrive for the USAF at all.

The USA has now issued 2 contracts related to this need. The first was killed by a lawsuit that the USAF didn’t think they could defend successfully. Now, in February 2013, they have a contract that they hope will stick. The 3 big questions are simple. Will the past be prologue for the new award? Will there be an Afghan government to begin taking delivery of their 20 planes much beyond 2014? And will another allied government soon need to use this umbrella contract for its own war?

Brazil’s F-X2 Fighter Competition

Could the words “Brazilian fighter” begin evoking images unrelated to the Gracies? Recent boosts to Brazil’s defense budget could be on its way to accomplishing that and more. The Navy and Army have already received funds to replace broken-down equipment, and new fighters will be a critical centerpiece of the Forca Aerea Brasileira’s efforts.

Boeing’s F/A-18 E/F Super Hornet, France’s Dassault’s Rafale, Saab’s JAS-39 Gripen NG were picked as finalists. But after repeated stalling, the question is whether Brazil will actually place an order, or fold up the competition like the ill-fated 2011 F-X process.

India’s Multi-billion Dollar Scorpene Sub Contract

India’s submarine fleet currently consists of 16 boats: 10 Russian SSK Kilo (Sindhugosh) Class, 4 locally built SSK U209 (Shishumar) Class, a leased nuclear-powered Improved Akula Class SSN from Russia (INS Chakra), and its own INS Arihant SSBN. Most of the Kilos have been modernized, but readiness rates for India’s existing submarine fleet sits below 40%, and the U209s will have trouble lasting much beyond 2015. With Pakistan acquiring modern submarines, and Chinese submarine building exploding, expanding India’s submarine fleet became an obvious national priority.

In 2005, India confirmed that it would buy 6 Franco-Spanish Scorpene diesel submarines, with an option for 6 more and extensive technology transfer agreements. Unfortunately, 7 years after that deal was signed, “Project 75″ has yet to field a single submarine. A poor Indian procurement approach, and state-run inefficiency, are pushing the country’s overall submarine force toward an aging crisis. nEUROn UCAS Project Rolling Down the Runway

The European nEUROn project joins Britain’s Taranis UCAV, Russia’s MiG SKAT, Boeing’s X-45 Phantom Ray, and the US Navy’s X-47 UCAS-D program as unmanned aircraft projects with fighter-substitution potential.

Multinational projects are often fraught affairs, and Europe’s stealth Unmanned Combat Air System (UCAS) had its own close calls. In November 2005, a Forecast International report on the future UAV market saw political trouble coming for the proposed 6-nation nEUROn project, unless the partner nations could get their act together and agree. In the end, the project got rolling with committed funding of EUR 535 million and counting, and the French DGA (Délégation Générale pour l’Armement) procurement agency acting as the program executive. Switzerland Replacing Old F-5 Fighters with New Gripen

The F-5E/F Tiger II was a follow-on upgrade to the wildly successful F-5 Freedom Fighter, a low-budget aircraft designed to capture the lower tier of the non-Soviet global fighter market in the 1960s and 1970s. A number of countries still operate F-5s, but the airframes are very old. While F-5 owners like Brazil, Chile, Thailand, et. al. have opted for comprehensive refurbishment and upgrades, Switzerland is looking to replace 3 of its 5 Tiger II squadrons with new aircraft under its Tiger-Teilersatz TTE program. The new fighters will partner with the 3 squadrons of upgraded F/A-18C/D Hornets that make up the rest of its fighter fleet.

An initial evaluation RFP was issued to 4 contenders, but Boeing’s withdrawal narrowed the selection to Sweden’s Gripen, France’s Rafale, or EADS’ Eurofighter Typhoon. A 2010 suspension of the competition was followed by a measured revival, thanks to the latest budgets – and now, by a provisional winner. No matter who won, though, left-wing opponents of Switzerland’s military would be working hard to derail the purchase. It’s likely to face a national referendum, just like the 1993 F/A-18 Hornet sale. After the current controversy over fighter evaluations runs its course.

FY2014 US Department of Defense Budget Lacks OCO, Sequester: Can It Get Traction in Congress?

Two months after the legal deadline and later than at any time in the modern record, the White House finally released its budget proposal for fiscal year 2014. The Office of Management and Budget (OMB) reiterated the gambit that failed and arguably backfired in the previous fiscal year by ignoring the sequester. In place, President Obama puts again on the table the broad terms he had offered earlier to House Republicans, with a mix of spending cuts (translation from Washington lingo: mostly a decrease in the rate of real growth) and tax increases.

A number of systems, especially among UAVs and ground vehicles, see a decline in the quantity of scheduled buys, but the list of programs that are explicitly terminated or restructured is rather slim, reflecting the Administration’s choice to use its previous budget request as its baseline rather than plan within sequestration constraints. The absence of the Overseas Contingency Operations (OCO) budget, which won’t be available for another month or so, further blurs the picture of a budget that is too stable to be true.
