The USA’s GCV Infantry Fighting Vehicle: 3rd time the charm?

The US Army’s Heavy Brigade Combat Teams have relied on BAE’s 30+ ton Bradley family of M2/3/6/7 vehicles for a variety of combat functions, from armed infantry carrier and cavalry scout roles, to specialized tasks like calling artillery fire and even short-range air defense. The Bradley first entered US Army service in 1981, however, and the fleet has served through several wars. Even ongoing RESET, modernizations, and remanufacturing cannot keep them going indefinitely.

The Army’s problem is that replacing them has been a ton of trouble. Future Combat Systems’ MGV-IFV was terminated, along with the other MGV variants, by the 2010 budget. A proposal to replace it with a “Ground Combat Vehicle” (GCV) program raised concerns that the Army’s wish list would create an even less affordable solution. Now a revised GCV program is underway. Can it deliver a vehicle that will be effective on the battlefield? Just as important, can it deliver a vehicle that the US Army can afford to buy and maintain, in the midst of major national budgetary problems and swelling entitlement programs?

India’s Light Combat Aircraft program is meant to boost its aviation industry, but it must also solve a pressing military problem. The IAF’s fighter strength has been declining as the MiG-21s that form the bulk of its fleet are lost in crashes, or retired due to age and wear. Most of India’s other Cold War vintage aircraft face similar problems.

In response, some MiG-21s have been modernized to MiG-21 ‘Bison’ configuration, and other current fighter types are undergoing modernization programs of their own. The IAF’s hope is that they can maintain an adequate force until the multi-billion dollar 126+ plane MMRCA competition delivers replacements, and more SU-30MKIs arrive from HAL. Which still leaves India without an affordable fighter solution. MMRCA can replace some of India’s mid-range fighters, but what about the MiG-21s? The MiG-21 Bison program adds years of life to those airframes, but even so, they’re likely to be gone by 2020.

That’s why India’s own Tejas Light Combat Aircraft (LCA) project is so important to the IAF’s future prospects. It’s also why India’s rigid domestic-only policies are gradually being relaxed, in order to field an operational and competitive aircraft. Even with that help, the program’s delays are a growing problem for the IAF. Meanwhile, the west’s near-abandonment of the global lightweight fighter market opens an opportunity, if India can seize it with a compelling and timely product.

Under the SEA 4000 Air Warfare Destroyer program, Australia plans to replace its retired air defense destroyers with a modern system that can provide significantly better protection from air attack, integrate with the US Navy and other Coalition partners, offer long-range air warfare defense for Royal Australian Navy task groups, and help provide a coordinated air picture for fighter and surveillance aircraft. Despite their name and focus, the ships are multi-role designs with a “sea control” mission that also includes advanced anti-submarine and surface warfare capabilities.

The Royal Australian Navy took a pair of giant steps in June 2007, when it selected winning designs for its keystone naval programs: Canberra Class LHD amphibious operations vessels, and Hobart Class “air warfare destroyers.” Spain’s Navantia made an A$ 11 billion clean sweep, winning both the A$ 3 billion Canberra Class LHD and the A$ 8 billion Hobart Class Air Warfare Destroyer contracts. The new AWD ships were scheduled to begin entering service with the Royal Australian Navy in 2013, but that date has now slipped to 2016 or so.

In March 2008, the Bell Boeing Joint Project Office in Amarillo, TX received a $10.4 billion modification that converted the previous advance acquisition contract (N00019-07-C-0001) to a fixed-price-incentive-fee, multi-year contract. The new contract now sits at $10.92 billion, and will be used to buy 143 MV-22 (for USMC) and 31 CV-22 (Air Force Special Operations) Osprey aircraft, plus associated manufacturing tooling to move the aircraft into full production.

The V-22 tilt-rotor program has been beset by controversy throughout its 20-year development period. Despite these issues, and the emergence of competitive but more conventional compound helicopter technologies like Piasecki’s X-49 Speedhawk and Sikorsky’s X2, the V-22 program continues to move forward. In 1997, Australia signed an $A 667 million contract with Kaman to purchase 11 upgraded SH-2G(A) “Super Seasprites,” with modernized avionics. This compact helicopter design was thought to be well suited to operation from the RAN’s ANZAC Class frigates, and even from patrol boats with helicopter decks. The first SH-2G(A) was unveiled in 2003, but by 2005 up to 40 deficiencies had been identified, including inability to operate in bad weather and low-light conditions, and inability to meet Australian airworthiness certification standards. Placing modern avionics into a 1960s airframe proved challenging indeed: the helicopters were restricted to “passenger and supply transport in good weather” in 2005, then grounded entirely in May 2006.

By 2007, the project was 6 years behind schedule, costs had risen over 50% to $A 1.1 billion (about $900 million) for 11 helicopters, and the program was being used as a negative case study in the Australian Defence College’s leadership and ethics course. It was estimated that at least $A 45 million more and 29 months of work would be required to make them serviceable, with full operational status unlikely until at least 2010. In 2007, Australia’s Liberal Party government elected to continue the Super Seasprite program – but their successor Labor government reversed that decision in 2008, and come to an interesting agreement with Kaman. Who now has 11 helicopters and associated infrastructure to sell. Six year later, in 2013, they finally made that sale. And the winner is…

The long-range C-17 Globemaster III heavy transport aircraft remains the backbone of US Air Mobility Command inter-theater transport around the world, and its ability to operate from shorter and rougher runways has made it especially useful during the Global War on Terror. Recent buys by Australia, Britain, and Canada have broadened the plane’s its global use. Now NATO, who has relied on the SALIS arrangement and its leased super-giant AN-124s from Russia, is looking to buy and own 3 C-17s as NATO pooled assets with multinational crews. Participating countries will receive allocated flight hours relative to their participation, and thus far they include 12 nations: Bulgaria, Estonia, Finland, Hungary, Lithuania, the Netherlands, Norway, Poland, Romania, Slovenia, Sweden, and the United States.

This order will not materially change the coming shut-down of C-17 production, but it does look like the inauguration of a pool that will fill a gaping hole in Europe’s defense capabilities – its complete lack of heavy airlift. Program is now an adequate name, as NATO SAC has signed a contract, all 3 aircraft have been delivered, and SAC C-17s have been busy on missions for a couple of years now.

Thailand Buying JAS-39 Gripens, AWACS

It’s a small, agile fighter that can take off and land on highways, while carrying the latest technologies and weapons. It does very well against NATO’s best aircraft in exercises, comes with a reasonable price tag, and is built for low lifetime operating costs. Unfortunately, in a world where people often buy your weapons because they want you to be their friend, the cachet of having Sweden in your corner isn’t quite what it used to be when their sailors wore those cool horned helmets. As a result, the JAS-39 Gripen is an excellent, reasonably-priced fighter yet it has been struggling for traction in the global marketplace.

A recent sale to Thailand has expanded Saab’s horizons somewhat, as the Gripen beat out the SU-30s favored by the previous Thai government. Lockheed Martin’s F-16 had been considered the leading contender to replace the RTAF’s 15-25 aging F-5B/Es, given Thailand’s extensive history with that aircraft. Other candidates included Russia’s MiG-29, and France’s Rafale. Saab had a very competitive offering on cost and performance, but in order to win, they had to throw in a very significant “something extra”: their Saab 340-AEW AWACS aircraft.

Could the words “Brazilian fighter” begin evoking images unrelated to the Gracies? Recent boosts to Brazil’s defense budget could be on its way to accomplishing that and more. The Navy and Army have already received funds to replace broken-down equipment, and new fighters will be a critical centerpiece of the Forca Aerea Brasileira’s efforts.

Boeing’s F/A-18 E/F Super Hornet, France’s Dassault’s Rafale, Saab’s JAS-39 Gripen NG were picked as finalists. But after repeated stalling, the question is whether Brazil will actually place an order, or fold up the competition like the ill-fated 2011 F-X process.

Super Hornet Fighter Family MYP-III: 2010-2014 Contracts

The US Navy flies the F/A-18 E/F Super Hornet fighters, and has begun operating the EA-18G Growler electronic warfare & strike aircraft. Many of these buys have been managed out of common multi-year procurement (MYP) contracts, which aim to reduce overall costs by offering longer-term production commitments, so contractors can negotiate better deals with their suppliers.

The MYP-II contract ran from 2005-2009, and was not renewed because the Pentagon intended to focus on the F-35 fighter program. When it became clear that the F-35 program was going to be late, and had serious program and budgetary issues, pressure built to abandon year-by-year contracting, and negotiate another multi-year deal for the current Super Hornet family. That deal is now final. This entry covers the program as a whole, with a focus on 2010-2015 Super Hornet family purchases. It has been updated to include all announced contracts and events connected with MYP-III, including engines and other separate “government-furnished equipment” that figures prominently in the final price.

I Think I CAMM: Britain’s Versatile Air Defense Missile

Britain’s Royal Navy currently uses Seawolf missiles as the primary air defense system for its Type 23 frigates. They’re updated versions of a missile that was used during the 1982 Falklands War, but modern threats demand more. Britain also needs to equip its Type 26/27 Global Combat Ship frigate replacements, and could use an option that raises the number of air defense missiles carried by its Type 45 air defense destroyers.

The answer to all of these problems is being developed as one component of Britain’s GBP 4 billion, 10-year “Team Complex Weapons” partnership with MBDA. It’s a quad-packable, intermediate-range air defense missile with its own active radar guidance, which re-uses a number of features and technologies from British fighter jets’ AIM-132 ASRAAM short-range air-to-air missile. Not only will it serve on British ships, but it’s set to field as an Army air defense missile, and may even fly on future British fighters.
