The US Navy is beginning to acknowledge a growing problem that threatens its freedom of the seas: its strike reach is shrinking and aging, while potential opponents’ attack reach is expanding and modernizing. As new designs replace older planes, US carrier aircraft range is shrinking to 1950s levels. Meanwhile, its anti-ship and land attack missiles are generally older, medium-range subsonic designs like the Harpoon Block I, which are vulnerable to air defenses. In contrast, China is deploying supersonic SS-N-22 “Sunburn” missiles bought from Russia, and working on a DF-21 anti-ship ballistic missile. The Sunburn is just one of Russia’s supersonic anti-ship missile options for sale, and a joint venture with India has added the supersonic PJ-10 BrahMos.

The math is stark: enemies with longer reach, and better weapons, may be able to create large “no go” zones for the Navy in key conflict areas. In response, think-tanks like CSBA are proposing ideas like AirSea Battle, which emphasizes a combination of advance hardening, more stealth and long-range strike options, and a progressive campaign of blinding strikes and grinding interdiction campaigns. Success will require some changes to American weapons, beginning with the missiles that arm its ships and aircraft. Hence LRASM: the Long Range Anti-Ship Missile, with a secondary land-strike role.

The Walrus heavy-transport blimp (“heavy” as in “1-2 million pounds”) was among a range of projects on the drawing board in the mid ’00s. It offered the potential for a faster and more versatile sealift substitute. The Defense Advanced Research Projects Agency (DARPA) funded phase 1 contracts, but things seemed to end in 2006. Yet the imperatives driving the need for Walrus, or even for a much smaller version of it, remain. Is the Walrus dead? And could it, or a Hybrid Ultra Large Aircraft (HULA) like it, rise again?

Recent presentations and initiatives in several US armed services, and some commercial ventures, indicate that it might.

In 2009, the US Defense Advanced Research Projects Agency (DARPA) began awarding contracts for innovative research proposals under its Terahertz (THz) Electronics Program. Readers will probably be asking the same question that crossed our minds, namely, “when can I expect this, instead of my 2 GHz laptop?”

If Moore’s Law continues, the answer is somewhere between 2025 – 2030. The military thinks “why wait?”, and DARPA has a long history of helping to fund computing breakthroughs – from that minor nuisance we call the Internet to modern work on Gallium Nitride (GaN) semiconductors, non-thermionic transistors, research into graphene circuits, and more. Now, their Terahertz (THz) Electronics program is looking for technologies to enable revolutionary advances in electronic devices and integrated circuits, allowing them to reach THz frequencies (at least a trillion cycles per second).

Recent years have seen a variety of unmanned helicopter options introduced into the market. Boeing’s entry lays a breathtaking challenge before the field: what could the military do with a helicopter-like, autonomously-flown UAV with a range of 2,500 nautical miles and endurance of 16-24 hours, carrying a payload of 1,000-2,500 pounds, and doing it all more quietly than conventional helicopters? For that matter, imagine what disaster relief officials could do with something that had all the positive search characteristics of a helicopter, but much longer endurance.

Enter the A160 Hummingbird Warrior (YMQ-18), which was snapped up in one of Boeing’s corporate acquisition deals. It uses a very unconventional rotor technology, and Boeing’s Phantom Works division continues to develop it as a revolutionary technology demonstrator and future UAV platform. With the Navy’s VTUAV locked up by the Northrop Grumman MQ-8B Fire Scout, Boeing’s sales options may seem thin. Their platform’s capabilities may interest US Special Operations Command and the Department of Homeland Security, and exceptional performance gains will always create market opportunities in the civil and military space. At least, Boeing hopes so.

Readers who follow the tech press may be familiar with the concept of quantum computing. Computers use binary bits: on/off, yes/no, represented by 0 or 1. A quantum bit, or qubit, can be 1, or 0… or both. Whereas 111 = 7 in binary, and each number is a single choice among all the possibilities in the number of binary digits, 3 qubits can hold all 8 possibilities (0-7), which means you can do calculations on all of them at once. The more qubits used, the more computation, so 32 qubits theoretically gets you 2 to the 32nd power computations (about 4.3 billion) at once – much more power than conventional computing, and it keeps on rising exponentially.

It’s worth noting that quantum computing has limits, and areas where it will not be suitable for computing tasks. They are not fully understood yet, but have been shown to exist at the theoretical level. So far, all we can say is that certain kinds of problems will be solved much, much more quickly. The uses of such a system for searching large domains of information, cracking codes, creating codes, or running simulations that include the quantum level (as a number of modern physical and medical science applications do) are clear. As an additional benefit, quantum cryptography methods benefit from quantum principles. Eavesdropping is not only incredibly difficult, it will create noticeable interference.

Various American agencies continue to be interested in the field, which has also begun finding commercial applications.

Rapid Fire March 19, 2012: India’s 2013 Budget

  • India is increasing its defense budget for 2012-13 by 17% to Rs 1,93,407 crore (about $38.5B). The Business Standard opines that the nominal double-digit growth is misleading.

  • The Stockholm International Peace Research Institute (SIPRI) released its latest report [PDF] on international arms imports and exports. India remains the #1 importer at 10% of global imports.

  • DARPA wants to develop new year-round monitoring capabilities in the Arctic, above and below the ice, for example to measure under-ice acoustic propagation. Their Proposer’s Day on the topic is scheduled for March 30, with $4M in funds to follow that they will spend in awards of about $250K-$500K.

T3: Triple Target Terminator’s Terminus

In early FY 2011, DARPA awarded a pair of initial contracts for something called the Triple Target Terminator. In their own words:

“The Triple Target Terminator (T3) program will develop a high speed, long-range missile that can engage air, cruise missile, and air defense targets. T3 would be carried internally on stealth aircraft or externally on fighters, bombers and UAVs. The enabling technologies are: propulsion, multi-mode seekers, data links, digital guidance and control, and advanced warheads. T3 would allow any aircraft to rapidly switch between air-to-air and air-to-surface capabilities. T3′s speed, maneuverability, and network-centric capabilities would significantly improve U.S. aircraft survivability and increase the number and variety of targets that could be destroyed on each sortie.”

Oddly, T3 sounds very similar to an ongoing Air Force Research Laboratory project – and seems to confirm a trend toward multi-guidance, multi-role smart weapons. But can the USAF develop and field its desired Next Generation Missile from among these development programs? Seems not.

Rapid Fire 2012-02-13: Mobile Hotspots

We welcome the Department’s better performance in controlling project-level cost increases, but remain concerned that total costs of the top 15 projects continue to rise for other reasons each year. Projects approved since 2002 have shown significantly lower overall cost growth than those approved before this date and since 2008 there has been no overall cost increase from project-specific technical issues. However, in 2010-11 the forecast costs to complete the 15 largest defence projects still increased by £466 million overall [DID: about $735M], and the Department continues to struggle to live within its means.

A note on variables that a Department cannot control: macro-economic factors such as exchange rate changes accounted for 38% of the 2010-2011 increase. Meanwhile the National Audit Office (NAO) reviewed the way the Ministry of Defence is handling reductions in the size of its workforce.

  • The RAND Corporation researched ways to reduce attrition in US Air Force training programs, which they believe could produce significant savings.

  • The GAO finds DOD’s reporting of the costs involved in operating and supporting major programs to be lacking with a number of inconsistencies and under-reported amounts.

  • DARPA is organizing a Proposers’ Day on Feb. 21 in Arlington, VA, to present its High-Assurance Cyber Military Systems (HACMS) whose goal is to secure embedded computer system software.

Cyberwar: Pentagon Takes On Cyber Enemies, Other Agencies

Taking on the Cyber Enemy

In response to the growing threats to US military and civilian networks, the Pentagon has unveiling its first formal cyber strategy.

This follows a series of events over the last few years that have escalated cyber attacks against networks and infrastructure to warlike events. For example, an unidentified foreign national penetrated the internal networks of the Department of Defense (DoD) with an infected thumbdrive in 2008. In 2009, a virus known as Stuxnet, suspected of being the product of Israeli-US government collaboration, shutdown an Iranian nuclear power plant. And in 2011, defense contractor Lockheed Martin suffered a major cyber attack that was suspected of being carried out by the Chinese government.

While the Pentagon has struggled to combat these threats, it has also had to fight some within its own ranks, as well as other agencies, for authority in cyberspace. This article focuses on the growing cyber threat to US military and civilian infrastructure and the efforts being made by the Pentagon to deal with these threats.
