Royal Pain Relief: Britain’s RAF Adding BAe-146 Jets

The BAe-146 is an elegant 4-engine regional jetliner, optimized for short haul or regional routes, and able to handle even short take-off or unimproved runways. It has a reputation for quiet operation, and a range of about 1,800 miles/ 2,900 km under good conditions. Almost 400 of these planes were built from 1983-2002, but it’s probably best known as the Royal Family’s “CC2″ VIP jet. The RAF will soon be ferrying troops and cargo with it as well; its 2 CC2s will be joined by a pair of converted BAe-146-200QCs, whose mission brief will include trips into Afghanistan.

Britain’s Urgent Operational Requirement (UOR) buy was prompted by pressure on its transport fleet. The RAF’s 7-plane C-130K Hercules fleet will be retired from use by the end of 2012. Bad timing, that, as Britain needs to remove its troops and equipment from Afghanistan. Worse, the RAF’s first Airbus A400M transports aren’t even scheduled for delivery until 2014, let alone operational use in combat zones. Enter the BAe-146M solution, which the firm began promoting at DSEi 2009…

The 5th-generation F-22A Raptor fighter program has been the subject of fierce controversy, with advocates and detractors aplenty. On the one hand, the aircraft offers full stealth, revolutionary radar and sensor capabilities, dual air-air and air-ground SEAD (Suppression of Enemy Air Defenses) excellence, the ability to cruise above Mach 1 without afterburners, thrust-vectoring super-maneuverability… and a ridiculously lopsided kill record in exercises against the best American fighters. On the other hand, critics charged that it was too expensive, too limited, and cripples the USAF’s overall force structure.

Meanwhile, close American allies like Australia, Japan and Israel, and other allies like Korea, were pressing the USA to abandon its “no export” policy. Most already fly F-15s, but several were interested in an export version of the F-22 in order to help them deal with advanced – and advancing – Russian-designed aircraft, air-to-air missiles, and surface-to-air missile systems. That would have broadened the F-22 fleet in several important ways, but the US political system would not or could not respond.

Britain’s Future CVF Carriers: the Queen Elizabeth Class

Britain’s 1998 Strategic Defence Review (SDR) announced a big leap forward for the Royal Navy: plans to replace the current set of 3 Invincible Class 22,000t escort carriers with 2 larger, more capable Future Aircraft Carrier (CVF) ships that could operate a more powerful force. These new carriers would be joint-service platforms, operating F-35B aircraft, plus helicopters and UAVs from all 3 services. Roles could include ISR (Intelligence, Surveillance & Reconnaissance), force projection and logistics support, close air support, anti-submarine/ anti-surface naval warfare, and land attack.

The scale of the CVF effort relative to Britain’s past experiences means that the program structure is rather complex. It has passed through several stages already, and is being run and conducted within an industrial alliance framework. There is also a parallel international framework, involving cooperation with France on its PA2 carrier as a derivative of the CVF design. This DID FOCUS article covers that structure and framework, ongoing developments, and the ships themselves as they move slowly through construction, and eventual fielding.

The current US Air Force fleet, whose planes are more than 26 years old on average, is the oldest in USAF history. It won’t keep that title for very long. Many transport aircraft and aerial refueling tankers are more than 40 years old – and under current plans, some may be as many as 70-80 years old before they retire. Since the price for next-generation planes has risen faster than inflation, average aircraft age will climb even if the US military gets every plane it asks for in its future plans. Nor is the USA the only country facing this problem.

As this dynamic plays out and average age continues to rise, addressing the issues related to aging aircraft becomes more and more important in order to maintain acceptable force numbers, readiness levels, and aircraft maintainability; avoid squeezing out recapitalization budgets; handle personnel turnover that becomes more and more damaging; and keep maintenance costs in line, despite new technical problems that will present unforeseen difficulties. Like F-15 fighters that are under flight restrictions due to structural fatigue concerns – or grounded entirely.

The biggest contracts aren’t always the ones deserving of the most attention. Enter the USA’s Joint Council on Aging Aircraft (JCAA), and initiatives like the Navy’s ASLS. Enter, too, DID’s Spotlight article. It seeks to place the situation and its effects in perspective, via background, contracts, and a research trove of articles that tap the expertise and observations of outside parties and senior sources within the US military.

Britain’s Defence Equipment Plan

As part of the current coalition government’s defence reform efforts, the UK Ministry of Defence has begun issuing a bare-bones 10-year equipment plan of expected budgets, and graphics of planned expenditures by category. A fuller plan is submitted to Britain’s National Audit Office for review. The plan itself is a step forward, and so are some of its underlying practices. Even if the document as a whole falls short of being a useful contribution to public debate.

In November 2012, Israel Aerospace Industries signed a minimum $185 million contract with Israel’s Spacecom satellite company. In return, IAI will build and operate the dual-use AMOS-6 communications satellite, covering Africa, the Middle East, and Europe. The launch contract will be a separate transaction.

Like most providers, Spacecom has already sold capacity on the satellite, including a $20 million lifetime contract from the Israeli government, who will receive a beam in an agreed-upon frequency band…

Have Guns, Will Upgrade: The M109A6 Paladin PIM Partnership

The USA’s M109 self-propelled 155mm howitzers were first introduced in 1962, as a form of armored mobile artillery that could stand up to the massed fire tactics of Soviet heavy artillery and rockets. They and their companion M992 Armored Ammunition Resupply Vehicles have been rebuilt and upgraded several times, most recently via the M109A6 Paladin upgrade.

In the meantime, the Army has re-learned a few home truths. Artillery arrives in seconds rather than minutes or hours, is never unavailable due to bad weather, and delivers a possible volume of explosive destruction that would otherwise require bombers and precision weapons worth hundreds of millions of dollars. Most combat casualties in the gunpowder age have come from artillery fire, and the US Army will need its mobile fleet for some time to come. So, too, will the many countries that have bought the M109 and still use it, unless BAE wishes to cede that market to South Korea’s modern K9/K10 system, or new concept candidates like the KMW/GDLS DONAR. What to do? Enter the program.

Australia’s Coastwatch: A Public-Private Model for Coast Guards and CBP

Australia’s long coast is also its border, and they’ve taken an innovative approach to the problem. Unlike, say, the US Coast Guard, Australia has semi-privatized the coastal patrol function, placing contractors under the Customs service. Once intruders are detected, these contractors can then call on pre-arranged support from civil authorities and/or the Royal Australian Navy and Air Force. Contracted services of this nature are becoming more common around the world, but Australia was really breaking new ground when they began Coastwatch on such a large scale in 1995.

Coastwatch was re-competed, and in 2006, Cobham’s subsidiary Surveillance Australia Pty Ltd retained the contract through the A$ 1+ billion next phase, called Project Sentinel. The new contract under Australia’s CMS04 (Civil Maritime Surveillance 04) program has expanded the fleet and addressed some concerns, but there are still areas where Australia lags a bit behind the leading edge. Even so, Coastwatch remain a touchstone program for countries considering a similar path.

ATTAC! Britain Hammers Out Through-Life Support Framework for Tornado Fleet

Under ATTAC (Availability Transformation: Tornado Aircraft Contract), BAE will take over depot-level support and maintenance for the RAF’s Tornado fleet, with the responsibility of ensuring that enough of Britain’s Tornado GR4 strike aircraft and Tornado F3 interceptors are available to fly, rather than paying BAE for selling spare parts and maintenance hours.

This “future contracting for availability” approach is a major departure from traditional military and commercial practice; but it has been proven on a smaller scale within the UK’s Tornado fleet, and a number of other platforms are already operating under these types of contracts in Britain. BAE hopes to achieve the required availability levels using a combination of embedded diagnostics, rear-echelon repair process improvements, and what BAE executive and former Air Vice-Marshall Steve Nicoll referred to as the “Dirk Gently approach” to problem diagnosis and maintenance during the September 2006 TFD Group Conference. The USMC’s Expeditionary Fighting Vehicle (EFV)

The US Marine Corps’ AAVP7 Amtracs have been their primary ship to shore amphibious armored personnel carrier for a long time; the AAV7A1 was initially fielded in 1972, and underwent a major service life extension program and product improvement program from 1983-1993. The Expeditionary Fighting Vehicle was the USMC’s plan to replace the aging AMTRACS (lit. AMphibious TRACtorS), which saw extensive service deep inland during Operation Iraqi Freedom.

The personnel version of the new EFVs would carry a crew of 3, plus a reinforced rifle squad of 17 combat-loaded Marines. A high-tech weapons station would provide firepower, via a stabilized ATK 30mm MK 44 Bushmaster cannon with advanced sights to replace the AAV’s unstabilized .50 caliber machine gun. A command variant would carry an array of communications and computer systems and staff personnel. The EFV remained the U.S. Marine Corps’ top land acquisition priority, even as its price tag and development issues cut its buy sharply. Push finally came to shove in 2010, however, as the USMC realized that it simply couldn’t afford the vehicle, or its performance.
