AIM-9X Block II: The New Sidewinder Missile

Raytheon’s AIM-9X Block II would have made Top Gun a very short movie. It’s the USA’s most advanced short range air-air missile, capable of using its datalink, thrust vectoring maneuverability, and advanced imaging infrared seeker to hit targets behind the launching fighter. Unlike previous AIM-9 models, the AIM-9X can even be used against targets on the ground.

These changes will help keep it competitive against foreign missiles like MBDA UK’s AIM-132 ASRAAM, RAFAEL of Israel’s Python 5, the multinational German-led IRIS-T, and Russia’s R73/ AA-11 Archer. The end of September 2011 saw the first significant order from the US military for AIM-9X Block II missiles, but its popularity hasn’t been restricted to the USA. So far, only American fighter types can use AIM-9X missiles, but that hasn’t stopped a slew of export requests and sales, especially in the Middle East.

2006 Saudi Shopping Spree: $2.9B to Upgrade Their M1 Tank Fleet

In July 2006 the US DSCA informed Congress [PDF] that the government of Saudi Arabia wished to purchase 58 M1A1 Abrams tanks, then upgrade these M1A1s, along with its existing 315 M1A2s, to create 373 M1A2S (Saudi) Abrams configuration main battle tanks. The sale will include kits, spare and repair parts, communications and support equipment, publications and technical data, personnel training and training equipment, contractor engineering and technical support services and other related elements of logistics support. The estimated cost is $2.9 billion.

This program also dovetails well with ongoing Cooperative Logistics Supply Support Agreement, which ensure support and spare parts for their American-made land equipment. This sale and upgrade program will be executed in 3 phases, and is well underway.

In October 2010, talks that Saudi Arabia was negotiating a $30-60 billion arms package with the USA were made official with a full multi-billion request that included 84 F-15 Strike Eagles to replace the Kingdom’s Tornado strike aircraft and/or F-15A-D fighters, upgrades for another 70 planes, about 132 UH-60 Black Hawk utility and AH-64 attack helicopters, and armaments to equip them.

This article looks at those requests, their tie-ins, the issues that are part of these potential deals, and related follow-on requests. As is often the case with DSCA announcements, years can pass between the requests and the signed contracts, but these contracts have started to roll in, alongside other significant buys.

Saudi Shopping Spree: A Hardened, Networked National Guard

The Saudi Arabian National Guard is seeing a lot of investment lately. In July 2006, the Saudis formally tabled a multi-billion dollar request to buy LAV wheeled APCs and related equipment for its National Guard. October 2010 added a slew of added requests, covering a wide range of transport, scout, and attack helicopters. Other contracts in between have involved missiles, communications, and training. It all adds up to a fairly comprehensive modernization.

In 2005 talks were underway for a Saudi purchase of Eurofighter Typhoon Tranche 2 advanced air superiority and strike aircraft from Britain’s BAE Systems – with an important (albeit denied) set of conditions on the Saudi side.

December 2005 saw confirmation that Saudi Arabia had ordered Eurofighter Typhoons, but the 72-plane deal started sinking into the tar sands shortly thereafter. Investigations from Britain’s Serious Fraud Office swirled around a GBP 43 billion oil-for-planes deal from the 1980s called Al-Yamamah (see Appendix A); in return, the Saudis played some hardball of their own. The investigation was eventually called off at the highest levels of government, and later confirmed by the House of Lords. After a period of uncertainty, a contract was finally signed on Sept 11/07. Ironies aside, the price was a bit lower than many expected; even so, it comes with support arrangements that are likely to push the final value quite a bit higher.

Saudi TSP: Tornado Upgrades, incl. Storm Shadow’s Stealth Strike

On Feb 19/10, Defense News reported that Saudi Arabia’s fleet of Tornado low-level, medium-range strike fighters would soon be receiving a pair of significant enhancements: MBDA’s stealthy Storm Shadow medium range cruise missiles, and the MBDA/Boeing Brimstone anti-armor missile. The Storm Shadow would give the Saudis a potent long range strike capability against even heavily-defended targets, while the Brimstone missiles will allow Saudi fast jets to serve in an assault-breaker role, or offer reliable close air support for ground forces.

These developments were actually Phase 2 of an ongoing effort to keep the RSAF’s Tornado strike fleet relevant until at least 2020, under BAE Systems’ Saudi Tornado Sustainment Programme…

The Wonders of Link 16 For Less: MIDS-LVTs

Jam-resistant Link-16 radios automatically exchange battlefield information – particularly locations of friendly and enemy aircraft, ships and ground forces – among themselves in a long-range, line-of-sight network. For example, air surveillance tracking data from an Airborne Warning and Control System (AWACS) aircraft can be instantly shared with fighter aircraft and air defense units. More than a dozen countries have installed Link 16 terminals on over 19 different land, sea, and air platforms, making it an interoperability success story.

While recent advancements may make AESA radars the future transmitters of choice, Link 16 is the current standard. The Multifunctional Information Distribution System-Low Volume Terminals (MIDS LVTs) were developed by a multinational consortium to provide Link 16 capability at a lower weight, volume, and cost than the Joint Tactical Information Distribution System (JTIDS). It’s becoming clear that Gulf states, including Saudi Arabia, have stepped up their defense spending in recent years. Uncertainty creates perceptions of risk, and perceptions of risk lead to responses aimed at reducing that risk. That’s why arms spending is an incomplete but very concrete way of tracking a state’s real assessment of threats and priorities. Iraq is no longer a missile/WMD threat, but Iran’s ballistic missiles are another matter. They may be based on North Korean designs that lack accuracy, but the prospect of nuclear payloads is producing reactions.

Gulf states recognize that even a lucky conventional missile could wreak havoc if it hit key oil-related infrastructure, or damaged the larger and more nebulous target of business confidence. The spread of nuclear weapons would change the calculus completely. A 2007 US National Intelligence Assessment [redacted NIE summary, PDF] believed that Iran’s nuclear program had stopped, but others, including the United Nations and Israel, were more skeptical. By 2010, that skepticism had spread to US intelligence, which repudiated an assessment that seems set to join the infamous 1962 NIE of no Soviet missiles in Cuba [1].

The Gulf states’ response to these developments covers a range of equipment, but anti-ballistic missile capabilities appear to be rising to the top of the priority list.

Saudi Arabia Orders $600M+ National Command System

In late November 2012, Raytheon announced a $600+ million contract to deliver a national-level Command, Control, Communications, Computers and Intelligence (C4I) system to the Kingdom of Saudi Arabia. Raytheon Network Centric Systems was awarded the deal as a Direct Commercial Sale, which means that the Saudi Ministry of Defense will manage the buy and the implementation project themselves. This is in contrast to the Foreign Military Sale process, which routes contract negotiations and management through a selected department of the US military.

None of this is any kind of magic. Poor command and poor training, coupled with the best C4I system money can buy, just means that your military can watch itself lose conventional fights in near-real time. Having said that, a system that removes some of the “fog of war” can help a force possessing basic or better competence, and national-level C4I is critical to any nation considering missile defense. So, what do the Saudis want?

Nov 26/12: The US DSCA announces [PDF] Saudi Arabia’s intent to buy blanket order requisitions, under a Cooperative Logistics Supply Support Agreement (CLSSA). The Government of Saudi Arabia wants to be able to issue these blanket order requisitions under the CLSSA for spare parts in support of its M1A2/S Abrams Tanks, M2 Bradley Fighting Vehicles, High Mobility Multipurpose Wheeled Vehicles (HMMWVs), construction equipment, and support vehicles and equipment in the inventory of the Royal Saudi Land Forces Ordnance Corps.
