The New Iraqi Air Force: F-16IQ Block 52 Fighters

Iraq’s military has made significant strides in recent years, and the country is ordering more advanced military equipment to match. A slew of 2008 requests aimed to spend over $10 billion to buy advanced armored vehicles, strengthen its national military supply chain, build new bases and infrastructure for its army, and even buy advanced scout helicopters. Budget shortfalls have stretched out those buys, but that situation is easing, even as Iraq’s air force continues to make progress.

Anxious to complete its transformation and stand fully on its own, Iraq is pushing to begin flying its own fighters within the next couple of years – and is looking to buy American F-16s, rather than the Soviet and French fighters that made up Saddam’s air force.

In August 1990, Iraq’s Air Force had more than 500 aircraft in their inventory. The IqAF was decimated in 1991, after Saddam invaded Kuwait and ended up facing the US military and its allies. What remained was hobbled by extensive, and expensive, no-fly zones, until the war formally concluded in 2003 with a US-led invasion that eliminated Saddam’s regime. Rebuilding the IqAF under the new Iraqi government has been a slow process.

The C-130 Hercules was an early player in Iraq’s rebuilt air force, which remains small and focused on transport and surveillance missions. Positive experiences with the IqAF 23rd Sqn.’s 3 refurbished C-130Es, which fly from Baghdad International Airport, led Iraq to make a formal sale request for new C-130J-30s in July 2008. That was followed by a series of contracts for the planes, and the things that go with them. Deliveries, on the other hand, have taken until 2012. Even so, the most important deliveries under the contract are not planes.

AN/TPY-2: America’s Portable Missile Defense Radar

The THAAD Ground-Based Radar (GBR), now known as the AN/TPY-2, is an X-Band, phased array, solid-state, long-range air defense radar. It was developed and built by Raytheon at its Andover, MA Integrated Air Defense Facility, as the main radar for the US Army’s THAAD late midcourse ballistic missile defense system.

For THAAD, targeting information from the TPY-2 is uploaded to the missile immediately before launch, and continuously updated in flight via datalinks. The TPY-2 is always deployed with THAAD, but it can also be used independently as part of any ABM (anti ballistic missile) infrastructure. That flexibility, and ease of deployment, is carving out an expanding role for the TPY-2/ “FBX” that reaches beyond THAAD. If a recent NRC report is adopted, that role will expand again to include national-scale ballistic missile defense. Hence this separate article to cover its ongoing development.

France’s Rafale Fighters: Au Courant In Time?

Will Dassault’s fighter become a fashionably late fighter platform that builds on its parent company’s past successes – or just “the late Rafale”? It all began as a 1985 break-away from the multinational consortium that went on to create EADS’ Eurofighter. The French needed a lighter aircraft that was suitable for carrier use, and were reportedly unwilling to cede design authority over the project. As is so often true of French defense procurement policy, the choice came down to one of paying additional costs for full independence and exact needs, or losing key industrial capabilities by partnering or buying abroad. France has generally opted for expensive but independent defense choices, and the Rafale was no exception.

Those costs, and associated delays triggered by the end of the Cold War and reduced funding, proved to be very costly indeed. Unlike previous French fighters, which relied on exports to lower their costs and keep production lines humming, the Rafale has yet to secure a single export contract – in part because initial versions were hampered by impaired capabilities in key roles. The Rafale may, at last, be ready to be what its vendors say: a true omnirole aircraft, ready for prime time on the global export stage. The question is whether that will come in time. Rivals like EADS’ Eurofighter, Russia’s Su-27/30 family, and the American “teen series” of F-15/16/18 variants are all well established. Meanwhile, Saab’s versatile and cheaper JAS-39 Gripen remains a stubborn foe in key export competitions, and the multinational F-35 juggernaut is bearing down on it.

From Dolphins to Destroyers: The ScanEagle UAV

ScanEagle’s base Insight UAV platform was originally developed by Washington state’s Insitu, Inc. to track dolphins and tuna from fishing boats, in order to ensure that the fish you buy in supermarkets is “dolphin-safe”. It turns out that the same characteristics needed by fishing boats (able to handle salt water environments, low infrastructure launch and recovery, small size, 20-hour long endurance, automated flight patterns) are equally important for naval operations from larger vessels, and for battlefield surveillance. A partnership with Boeing took ScanEagle to market in those fields, and the USMC’s initial buy in 2004 was the beginning of a market-leading position in its niche.

This article covers recent developments with the ScanEagle UAV system, which is quickly evolving into a mainstay with the US Navy and its allies. Incumbency doesn’t last long in the fast-changing world of UAVs, though. Insitu’s own RQ-21 Integrator is looking to push the ScanEagle aside, and new multiple-award contracts in the USA are creating opportunities for other competitors. Can Insitu’s original stay strong?

Iraq’s air force has been very slow in getting to its feet. A handful of Seeker light observation aircraft with their distinctive bubble-shaped fronts, a few Comp Air light propeller aircraft, a couple of old, refurbished C-130E transports, and a slowly growing fleet of helicopters. A few Hawker Beechcraft King Air 350s have been ordered for transport and surveillance duties, and an RFP for armed counterinsurgency aircraft has only given Iraq a set of unarmed T-6B trainers. Even subsequent orders for F-16C/D fighters and L-159 advanced trainer and attack jets leave the Iraqi air force a long way from being able to secure Iraq’s sovereignty and territorial integrity. While it continues to grow< , the IqAF's primary duties remain troop/medical transport, light supply duties, and surveillance of roads and infrastructure.

That kind of surveillance doesn't require high tech, high-end aircraft. The USAF was using F-16 and F/A-18 aircraft at $15,000 per flight hour, plus recapitalization amortization. Iraq's solution takes a page from the US military's own past, and offers a significant contrast to the American approach.

In September 2010, Kuwait added itself to the list of existing and potential Gulf Cooperation Council C-17 customers. Within the Gulf Cooperation Council, both Qatar and the United Arab Emirates have bought the aircraft, even though they’re both small countries whose territories are well within the operating radius of smaller planes.

A hint of why might be found in neighboring Qatar’s decision to paint their first military C-17 in the bright colors of their national airline. C-17s that can deploy across oceans are a potent asset in a world that’s very short on advanced airlift. When disaster strikes, they boost the prestige and soft power of countries that possess them. If a Kuwaiti sale goes through, it could push total GCC fleet orders to 12 planes.

In July 2012, Qatar’s government announced their interest in purchasing up to 200 Leopard 2A7 heavy tanks from Germany. The tanks would more than replace Qatar’s existing set of 30-40 French AMX-30 medium tanks, which are a 1970s era design. The deal was completed in 2013, and it turned out to be smaller but broader.

In 2005 children’s toys were being used by American soldiers on the front lines, to help them look for roadside bombs. It would appear that someone took notice, because there has since been a flurry of activity on the robotic explosive ordnance disposal (EOD) front. The Man Transportable Robotic System program took off, and its military ground robots began making a difference long before protected MRAP vehicles began to arrive in numbers.

The Academy-award winning movie “The Hurt Locker” made bomb disposal famous, but the reality of it involves far more robots, and far fewer wearable bomb suits. MTRS robots are the larger, heavy duty options for Explosives Ordnance Disposal technicians, though smaller options are also in service. So, what exactly is the MTRS program?

Raytheon’s AIM-9X Block II would have made Top Gun a very short movie. It’s the USA’s most advanced short range air-air missile, capable of using its datalink, thrust vectoring maneuverability, and advanced imaging infrared seeker to hit targets behind the launching fighter. Unlike previous AIM-9 models, the AIM-9X can even be used against targets on the ground.

These changes will help keep it competitive against foreign missiles like MBDA UK’s AIM-132 ASRAAM, RAFAEL of Israel’s Python 5, the multinational German-led IRIS-T, and Russia’s R73/ AA-11 Archer. The end of September 2011 saw the first significant order from the US military for AIM-9X Block II missiles, but its popularity hasn’t been restricted to the USA. So far, only American fighter types can use AIM-9X missiles, but that hasn’t stopped a slew of export requests and sales, especially in the Middle East.
