The New Iraqi Air Force: F-16IQ Block 52 Fighters

Iraq’s military has made significant strides in recent years, and the country is ordering more advanced military equipment to match. A slew of 2008 requests aimed to spend over $10 billion to buy advanced armored vehicles, strengthen its national military supply chain, build new bases and infrastructure for its army, and even buy advanced scout helicopters. Budget shortfalls have stretched out those buys, but that situation is easing, even as Iraq’s air force continues to make progress.

Anxious to complete its transformation and stand fully on its own, Iraq is pushing to begin flying its own fighters within the next couple of years – and is looking to buy American F-16s, rather than the Soviet and French fighters that made up Saddam’s air force.

In August 1990, Iraq’s Air Force had more than 500 aircraft in their inventory. The IqAF was decimated in 1991, after Saddam invaded Kuwait and ended up facing the US military and its allies. What remained was hobbled by extensive, and expensive, no-fly zones, until the war formally concluded in 2003 with a US-led invasion that eliminated Saddam’s regime. Rebuilding the IqAF under the new Iraqi government has been a slow process.

The C-130 Hercules was an early player in Iraq’s rebuilt air force, which remains small and focused on transport and surveillance missions. Positive experiences with the IqAF 23rd Sqn.’s 3 refurbished C-130Es, which fly from Baghdad International Airport, led Iraq to make a formal sale request for new C-130J-30s in July 2008. That was followed by a series of contracts for the planes, and the things that go with them. Deliveries, on the other hand, have taken until 2012. Even so, the most important deliveries under the contract are not planes.

Iraq’s air force has been very slow in getting to its feet. A handful of Seeker light observation aircraft with their distinctive bubble-shaped fronts, a few Comp Air light propeller aircraft, a couple of old, refurbished C-130E transports, and a slowly growing fleet of helicopters. A few Hawker Beechcraft King Air 350s have been ordered for transport and surveillance duties, and an RFP for armed counterinsurgency aircraft has only given Iraq a set of unarmed T-6B trainers. Even subsequent orders for F-16C/D fighters and L-159 advanced trainer and attack jets leave the Iraqi air force a long way from being able to secure Iraq’s sovereignty and territorial integrity. While it continues to grow< , the IqAF's primary duties remain troop/medical transport, light supply duties, and surveillance of roads and infrastructure.

That kind of surveillance doesn't require high tech, high-end aircraft. The USAF was using F-16 and F/A-18 aircraft at $15,000 per flight hour, plus recapitalization amortization. Iraq's solution takes a page from the US military's own past, and offers a significant contrast to the American approach.

Tanks decide battles, unless aircraft are around. Iraq had a lot of unfriendly visits by the USAF from 1991-2003, which left the largest armored force in the region looking to rebuild their armored corps from zero. Early donations and salvage fielded a small set of Soviet-era weapons, but after tangling with the Americans one too many times, the Iraqis knew what they really wanted. They wanted what their opponents had.

On July 31/08, the US Defense Security Cooperation Agency announced Iraq’s formal request to buy M1 Abrams tanks, well as the associated vehicles, equipment and services required to keep them in the field. The tanks will apparently be new-build, not transferred from American stocks. With this purchase, Iraq became the 4th M1 Abrams operator in the region, joining Egypt (M1A1s), Kuwait (M1A2), and Saudi Arabia (M1A2-SEP variant). A similar December 2008 request was confirmed to be additive, and deliveries have now finished on the initial order. So, what’s next?

Iraq Seeks Armed Reconnaissance Helicopters

In July 2008, the US Defense Security Cooperation Agency announced Iraq’s formal request to buy 24 Armed Reconnaissance Helicopters that act as scouts, perform light close air support, and escort other helicopters on dangerous missions. The DSCA documents also included requests for airborne weapons – which would be a new capability for the nascent post-Saddam air force.

At the time of the requests, the IqAF relied on a small force of Russia’s popular Mi-8/17s, and a handful of refurbished Bell “Huey II” helicopters. While the Russian helicopters can be armed, their status as Iraq’s only medium utility helicopters makes them a poor fit for an ARH role. Instead, Iraq chose between 2 competitors: Bell’s 407, whose derivative ARH-70A won the competition in America but ran into trouble; and Boeing’s AH-6 “Little Bird” light attack helicopters used by US Special Forces. AH-6s are very effective in urban settings, and provided critical fire support during the 1991 “Blackhawk Down” incident. Iraq went on to pick Bell as its its ARH winner, and issued production contracts. Now, details concerning its IA-407 helicopters are beginning to emerge.

The Penny Drops: Iraq Chooses its Training & COIN Aircraft

In counter-insurgency fights, slower aircraft are often better than front-line jet fighters. In April 2007, Flight International reported that the USAF’s Aeronautical Systems Center (ASC) had issued a solicitation on behalf of the Iraqi Air Force [IqAF] to buy at least 8 counter-insurgency (COIN) aircraft, with a dual role as intermediate to advanced single-engine turboprop trainers. The solicitation required a single-engine turboprop powered that is in “wide use,” powered by a Pratt & Whitney Canada PT6 family engine, with an advanced suite of sensors and weapons including electro-optical sensors and guided weapons capability. Indeed, the solicitation went one step further, and narrowed the field to 4 candidates that can be difficult for a novice to tell apart.

The program’s planned timeline hit delays, and the training aircraft were technically split from the counter-insurgency buy. Formal requests were issued in 2008 for up to 56 aircraft, as Iraq sought a combination of trainer and armed COIN aircraft, using different variants of the same plane. The trainers have all arrived. The armed turboprop buy remains in limbo.

Baby Come Back: Iraq is Buying Russian Weapons Again

In October 2012, Iraqi Prime Minister Maliki signed a deal with Russia’s Rosoboronexport, variously estimated at $4.2 – $5.0 billion. The deal is characteristically murky, but is reported to include 30 Mi-28NE attack helicopters, and 42-50 mobile SA-22 Pantsir low-level air defense systems. Their combined cost is unlikely to approach $4 billion, unless very extensive long-term support arrangements are included. There has also been discussion in the press concerning MiG-29M2 fighters or armored vehicles as follow-on options.

The deal does fill some important military and political holes for Iraq. Even with a signed contract, however, completing the deal won’t be as easy as it was back in Saddam Hussein’s day.

Czechoslovakia originally ordered 72 of Aero Vodochody’s sub-sonic L-159A single-seat light attack jets. Their preceding L-39/59 Albatros trainer and light attack aircraft family became the world’s most popular jet trainers during the Cold War, and the L-159A Advanced Light Combat Aircraft was positioned as a modern derivative, offering full combat capability and compatibility with western weapons. The resulting aircraft filled a useful niche for the Czechs, but its overall success always depended on exports.

Unfortunately, the Soviet Union’s demise lost the Albatros family its global market niche, and killed the military aid subsidies that had helped promote it. Worse, the L-159′s program cost grew from CZK 20-30 billion to over 51 billion Koruna. That left the Czech government in a bind. In response, they’ve been trying to keep 24-35 jets for operational use, and sell off 36-47 of the L-159As (one aircraft has been lost), since 2002. They also moved to privatize state-owned Aero Vodochody, which took place in November 2006.

A few 2-seat L-159T conversions have been performed with CzAF funding, as a demonstration of their potential to become dual-role trainer/attack aircraft. That has helped Aero tout the planes to Afghanistan, Bolivia, Colombia, Georgia, Indonesia, Nigeria… and Iraq, where they finally had a breakthrough.

Iraq’s New Trainers: The Czech Is On The Way

Iraq may be on track to become the first export customer for South Korea’s T-50 Golden Eagle family of supersonic jet trainers and lightweight fighters. But the KAI/Lockheed Martin plane ran into a familiar set of international competitors, plus one dark horse contender. In the end, the dark horse won. Iraq will begin flying Czech L-159s in 2013, and begin receiving the main body of the order in 2014.

Iraq’s basic trainer purchase was Hawker Beechcraft’s T-6 Texan II, but a jet trainer is required as an interim step between the T-6 and more advanced planes like the F-16s that Iraq is buying. DJ Elliott of ISF Order of Battle says that South Korea’s TA-50 was suggested in fall 2007 to the Iraqi Ministry of Defense, by MNSTC-I’s Coalition Air Force Transition Team. Other contenders can also be equipped as light attack jets, albeit without the same loaded supersonic capabilities. Iraq evidently decided that was good enough.

Swiftships Orders Build Iraqi Navy’s Coastal Patrol Capabilities

Swiftships’ 35-meter coastal patrol boat (CPB) contracts are part of a larger program that’s also delivering spare parts, guns, ammunition, training, naval simulators and infrastructure to the Umm Qasr Naval Base in southern Iraq. That total program for the Iraqi Navy was the country’s 3rd largest foreign military sale case, according to the Pensacola Council of the Navy League’s Bullhorn newsletter. That’s probably an appropriate priority level, as Iraq seeks to monitor and protect its southern oil export infrastructure.

Meanwhile, the US Army Corps of Engineers is partnering with Iraq by managing a $53 million pier and seawall project. This set of projects in southern Iraq will provide the Iraqi Navy with new port facilities as it continues to expand its military naval capabilities – but in the end, it all comes down to boats on the water, manned by well trained crews. The Swiftships are currently the medium tier of those capabilities.
