Australia’s 2nd Fighter Fleet: Super Hornets & Growlers

Australia’s A$ 10+ billion Super Hornet program began life in a storm. Australia’s involvement in the F-35 Lightning II program have been mired in controversy, amid criticisms that the F-35A will (1) be unable to compete with proliferating SU-30 family fighters in the region, (2) lack the range or response time that Australia requires, and (3) be both late and very expensive during early production years.

The accelerated retirement of Australia’s 22 long-range F-111s in 2010 sharpened the timing debate, by creating a serious gap between the F-111′s retirement and the F-35′s likely arrival. Further delays to the F-35 program have created new worries that even the upgraded F/A-18AM/BM Hornet fleet won’t last long enough to allow smooth replacement.

The Super Hornets survived potential cancellation, and the “surprise” stopgap buy has steadily morphed into a mainstay of the future RAAF, with a new and unique set of electronic warfare capabilities thrown into the mix. DID’s FOCUS articles cover major weapons acquisition programs – and no program is more important to the USAF than its aerial tanker fleet renewal. In January 2007, the big question was whether there would be a competition for the USA’s KC-X proposal, covering 175 production aircraft and 4 test platforms. The total cost is now estimated at $52 billion, but America’s aerial tanker fleet demands new planes to replace its KC-135s, whose most recent new delivery was in 1965. Otherwise, unpredictable age or fatigue issues, like the ones that grounded its F-15A-D fighters in 2008, could ground its aerial tankers – and with them, a substantial slice of the USA’s total airpower.

KC-Y and KC-Z buys are supposed to follow in subsequent decades, in order to replace 530 (195 active; ANG 251; Reserve 84) active tankers, as well as the USAF’s 59 heavy KC-10 tankers that were delivered from 1979-1987. Then again, fiscal and demographic realities may mean that the 179 plane KC-X buy is “it” for the USAF. Either way, the stakes were huge for all concerned.

In the end, it was Team Boeing’s KC-767 NexGen/ KC-46A (767 derivative) vs. EADS North America’s KC-45A (Airbus KC-30/A330-200 derivative), both within the Pentagon and in the halls of Congress. The financial and employment stakes guaranteed a huge political fight no matter which side won. After Airbus won in 2008, that fight ended up sinking and restarting the entire program. Three years later, Boeing won the recompete. Now, they have to deliver.

The USA’s M4 Carbine Controversy

The 5.56mm M-16 has been the USA’s primary battle rifle since the Vietnam war, undergoing changes into progressive versions like the M16A4 widely fielded by the US Marine Corps, “Commando” carbine versions, etc. The M4 Carbine is the latest member of the M16 family, offering a shorter weapon more suited to close-quarters battle, or to units who would find a full-length rifle too bulky.

In 2006 an Army solicitation for competitive procurement of 5.56mm carbine designs was withdrawn, once sole-source incumbent Colt dropped its prices. The DoD’s Inspector General weighed in with a critical report, but the Army dissented, defending its practices as a sound negotiating approach that saved the taxpayers money. As it turns out, there’s a sequel. A major sequel that has only grown bigger with time.

The M4/M16 family is both praised and criticized for its current performance in the field. In recent years, the M4 finished dead last in a sandstorm reliability test, against 3 competitors that include a convertible M4 variant. Worse, the 4th place M4 had over 3.5x more jams than the 3rd place finisher. Was that a blip in M4 buys, or a breaking point? Iraq’s military has made significant strides in recent years, and the country is ordering more advanced military equipment to match. A slew of 2008 requests aimed to spend over $10 billion to buy advanced armored vehicles, strengthen its national military supply chain, build new bases and infrastructure for its army, and even buy advanced scout helicopters. Budget shortfalls have stretched out those buys, but that situation is easing, even as Iraq’s air force continues to make progress.

Anxious to complete its transformation and stand fully on its own, Iraq is pushing to begin flying its own fighters within the next couple of years – and is looking to buy American F-16s, rather than the Soviet and French fighters that made up Saddam’s air force.

The USCG’s Legend Class National Security Cutters

The US Coast Guard’s massive $25 billion Deepwater meta-program (really Deepwater-II given post-9/11 changes) has endured more than its share of ups and downs. Nevertheless, Congressional support has remained strong, and efforts are being made to restructure the program and get it back on track. Yet the USCG’s Island Class cutter modification program, and the Deepwater Fast Response Cutter supposed to replace it, have faced many difficulties.

The Legend Class National Security Cutters are the largest ships in the Deepwater program, and represent the program’s flagship in more ways than one. The 418 foot, 4,400 ton ships will be frigate-sized vessels with a 21 foot draughts [1], and are rather larger than the 379 foot, 3,250 ton Hamilton Class High Endurance Cutters (HECs) they will replace. Controversies regarding durability and potential hull fatigue, as well as significant cost overruns, have shadowed the new cutter’s construction. Nevertheless, the program appears to be moving forward. This DID FOCUS Article covers the Legend Class cutters’ specifications, program history, and key events.

The US Military’s International Airlift Contracts

Every year, US Air Mobility Command at Scott Air Force Base, IL issued a slew of indefinite-delivery/ indefinite-quantity, firm-fixed-price contracts for “International Airlift Services” to various commercial carriers. The way these awards work is that each contractor submits a bid, and the US military allocates award amounts according to each bid’s scope and competitiveness.

Stand-alone articles have covered FY 2006 ($2.29 billion), FY 2007 ($2.32 billion), and FY 2008 (over $3 billion) orders, which saw a steady ramp-up in both absolute dollar amounts, and participating firms. Orders remained high through 2010, which was a boon to a recession-ravaged air transport industry, but the ebbing of hostilities has seen FY 2011 – 2012 contract totals drop by over a third.

Import or Die: Taiwan’s (Un?)Stalled Force Modernization

Despite China’s ominous military buildup across the strait, key weapons sales of P-3 maritime patrol aircraft, Patriot PAC-3 missiles, and diesel-electric submarines to Taiwan had been sabotaged by Taiwanese politics for years – in some cases, since 1997. The KMT party’s flip-flops and determined stalling tactics eventually created a crisis in US-Taiwan relations, which finally soured to the point that the USA refused a Taiwanese request for F-16C/D aircraft.

That seems to have brought things to a head. Most of the budget and political issues were eventually sorted out, and after a long delay, some major elements of Taiwan’s requested modernization program appear to be moving forward: P-3 maritime patrol aircraft, UH-60M helicopters, Patriot missile upgrades; and requests for AH-64D attack helicopters, E-2 Hawkeye AWACS planes, minehunting ships, and missiles for defense against aircraft, ships, and tanks. These are must-have capabilities when facing a Chinese government that has vowed to take the country by force, and which is building an extensive submarine fleet, a large array of ballistic missiles, an upgraded fighter fleet, and a number of amphibious-capable divisions. Chinese pressure continues to stall some of Taiwan’s most important upgrades, including diesel-electric submarines, and new American fighter jets. Meanwhile, other purchases from abroad continue.

In August 1990, Iraq’s Air Force had more than 500 aircraft in their inventory. The IqAF was decimated in 1991, after Saddam invaded Kuwait and ended up facing the US military and its allies. What remained was hobbled by extensive, and expensive, no-fly zones, until the war formally concluded in 2003 with a US-led invasion that eliminated Saddam’s regime. Rebuilding the IqAF under the new Iraqi government has been a slow process.

The C-130 Hercules was an early player in Iraq’s rebuilt air force, which remains small and focused on transport and surveillance missions. Positive experiences with the IqAF 23rd Sqn.’s 3 refurbished C-130Es, which fly from Baghdad International Airport, led Iraq to make a formal sale request for new C-130J-30s in July 2008. That was followed by a series of contracts for the planes, and the things that go with them. Deliveries, on the other hand, have taken until 2012. Even so, the most important deliveries under the contract are not planes.

P-8 Poseidon MMA: Long-Range Maritime Patrol, and More

Maritime surveillance and patrol is becoming more and more important, but the USA’s P-3 Orion turboprop fleet is falling apart. The P-7 Long Range Air ASW (Anti-Submarine Warfare) Capable Aircraft program to create an improved P-3 began in 1988, but cost overruns, slow progress, and interest in opening the competition to commercial designs led to the P-7′s cancellation for default in 1990. The successor MMA program was begun in March 2000, and Boeing beat Lockheed’s “Orion 21″ with a P-8 design based on their ubiquitous 737 passenger jet. US Navy squadrons finally began taking P-8A Poseidon deliveries in 2012, but the long delays haven’t done their existing P-3 fleet any favors.

Filling the P-3 Orion’s shoes is no easy task. What missions will the new P-8A Poseidon face? What do we know about the platform, the project team, and ongoing developments? Will the P-3′s wide global adoption give its successor a comparable level of export opportunities? Australia and India have already signed on, but has the larger market shifted in the interim?

When moving whole units, shipping is always the cheaper, higher-capacity option. Slow speed and port access are the big issues, but what if ship transit times could be cut sharply, and full-service ports weren’t necessary? After Australia led the way by using what amounted to fast car ferries for military operations, the US Army and Navy decided to give it a go. Both services leased Incat TSV/HSV wave-piercing catamaran ship designs, while the Marines’ charged ahead with very successful use of Austal’s Westpac Express high-speed catamaran. These Australian-designed ships all give commanders the ability to roll on a company with full gear and equipment (or roll on a full infantry battalion if used only as a troop transport), haul it intra-theater distances at 38 knots, then move their shallow draft safely into austere ports to roll them off.

Their successful use, and continued success on operations, attracted favorable comment and notice from all services. So favorable that the experiments have led to a $3+ billion program called the Joint High Speed Vessel. These designs may even have uses beyond simple ferrying and transport.
