Bird Dogs for the Iraqi Air Force

Iraq’s air force has been very slow in getting to its feet. A handful of Seeker light observation aircraft with their distinctive bubble-shaped fronts, a few Comp Air light propeller aircraft, a couple of old, refurbished C-130E transports, and a slowly growing fleet of helicopters. A few Hawker Beechcraft King Air 350s have been ordered for transport and surveillance duties, and an RFP for armed counterinsurgency aircraft has only given Iraq a set of unarmed T-6B trainers. Even subsequent orders for F-16C/D fighters and L-159 advanced trainer and attack jets leave the Iraqi air force a long way from being able to secure Iraq’s sovereignty and territorial integrity. While it continues to grow< , the IqAF's primary duties remain troop/medical transport, light supply duties, and surveillance of roads and infrastructure.

That kind of surveillance doesn't require high tech, high-end aircraft. The USAF was using F-16 and F/A-18 aircraft at $15,000 per flight hour, plus recapitalization amortization. Iraq's solution takes a page from the US military's own past, and offers a significant contrast to the American approach.

Airbus’ A400M Aerial Transport: Delays and Development

Airbus’ A400M is a EUR 20+ billion program that aims to repeat Airbus’ civilian successes in the full size military transport market. A series of smart design decisions were made around capacity (35-37 tonnes/ 38-40 US tons, large enough for survivable armored vehicles), extensive use of modern materials, multi-role capability as a refueling tanker, and a multinational industrial program; all of which leave the aircraft well positioned to take overall market share from Lockheed Martin’s C-130 Hercules. If the USA’s C-17 is allowed to go out of production, the A400M would also have a strong position in the strategic transport market, with only Russian AN-70, IL-76 and AN-124 aircraft as competition. To date, 174 orders have been placed by Germany (now 53 + 7 options), France (50), Spain (27), Britain (now 22), Turkey (10), South Africa (8), Belgium (7), Malaysia (4), and Luxembourg (1). Chile has expressed an unfinalized interest in 3 planes, but is now likely to buy Brazilian KC-390s instead.

EADS’ biggest issue, by far, has been funding for a project that is more than EUR 7 billion over budget. The next biggest issue is timing, as A400M delivery penalties and Lockheed Martin’s strong push for its serving C-130J Super Hercules cast a pall over the A400M’s potential future. The entire project was under moratorium for over a year as all parties decided what to do, but it’s now moving forward again. V-22 Osprey: The Multi-Year Buys, 2008-2017

In March 2008, the Bell Boeing Joint Project Office in Amarillo, TX received a $10.4 billion modification that converted the previous advance acquisition contract (N00019-07-C-0001) to a fixed-price-incentive-fee, multi-year contract. The new contract now sits at $10.92 billion, and will be used to buy 143 MV-22 (for USMC) and 31 CV-22 (Air Force Special Operations) Osprey aircraft, plus associated manufacturing tooling to move the aircraft into full production.

The V-22 tilt-rotor program has been beset by controversy throughout its 20-year development period. Despite these issues, and the emergence of competitive but more conventional compound helicopter technologies like Piasecki’s X-49 Speedhawk and Sikorsky’s X2, the V-22 program continues to move forward. The US Navy currently uses large CH-53/MH-53 helicopters and towed sleds to help with mine clearance work, but they hope to replace those old systems with something smaller and newer. The MH-60S helicopter’s Airborne Mine Counter-Measures (AMCM) system adds an operator’s station to the helicopter cabin, additional internal fuel stores, and towing capability, accompanied by a suite of carried systems that can be mixed and matched. AMCM is actually 5 different air, surface and sub-surface mine countermeasures systems, all deployed and integrated together in the helicopter.

While the US Navy develops AMCM, and complementary ship-launched systems for use on the new Littoral Combat Ships, new minehunter ship classes like the Ospreys are being retired by the US Navy and sold. All in an era where the threat of mines is arguably rising, along with tensions around key chokepoints like the Suez Canal and Strait of Hormuz.

In 1997, Australia signed an $A 667 million contract with Kaman to purchase 11 upgraded SH-2G(A) “Super Seasprites,” with modernized avionics. This compact helicopter design was thought to be well suited to operation from the RAN’s ANZAC Class frigates, and even from patrol boats with helicopter decks. The first SH-2G(A) was unveiled in 2003, but by 2005 up to 40 deficiencies had been identified, including inability to operate in bad weather and low-light conditions, and inability to meet Australian airworthiness certification standards. Placing modern avionics into a 1960s airframe proved challenging indeed: the helicopters were restricted to “passenger and supply transport in good weather” in 2005, then grounded entirely in May 2006.

By 2007, the project was 6 years behind schedule, costs had risen over 50% to $A 1.1 billion (about $900 million) for 11 helicopters, and the program was being used as a negative case study in the Australian Defence College’s leadership and ethics course. It was estimated that at least $A 45 million more and 29 months of work would be required to make them serviceable, with full operational status unlikely until at least 2010. In 2007, Australia’s Liberal Party government elected to continue the Super Seasprite program – but their successor Labor government reversed that decision in 2008, and come to an interesting agreement with Kaman. Who now has 11 helicopters and associated infrastructure to sell. Six year later, in 2013, they finally made that sale. And the winner is…

AIM-9X Block II: The New Sidewinder Missile

Raytheon’s AIM-9X Block II would have made Top Gun a very short movie. It’s the USA’s most advanced short range air-air missile, capable of using its datalink, thrust vectoring maneuverability, and advanced imaging infrared seeker to hit targets behind the launching fighter. Unlike previous AIM-9 models, the AIM-9X can even be used against targets on the ground.

These changes will help keep it competitive against foreign missiles like MBDA UK’s AIM-132 ASRAAM, RAFAEL of Israel’s Python 5, the multinational German-led IRIS-T, and Russia’s R73/ AA-11 Archer. The end of September 2011 saw the first significant order from the US military for AIM-9X Block II missiles, but its popularity hasn’t been restricted to the USA. So far, only American fighter types can use AIM-9X missiles, but that hasn’t stopped a slew of export requests and sales, especially in the Middle East.

Thailand Buying JAS-39 Gripens, AWACS

It’s a small, agile fighter that can take off and land on highways, while carrying the latest technologies and weapons. It does very well against NATO’s best aircraft in exercises, comes with a reasonable price tag, and is built for low lifetime operating costs. Unfortunately, in a world where people often buy your weapons because they want you to be their friend, the cachet of having Sweden in your corner isn’t quite what it used to be when their sailors wore those cool horned helmets. As a result, the JAS-39 Gripen is an excellent, reasonably-priced fighter yet it has been struggling for traction in the global marketplace.

A recent sale to Thailand has expanded Saab’s horizons somewhat, as the Gripen beat out the SU-30s favored by the previous Thai government. Lockheed Martin’s F-16 had been considered the leading contender to replace the RTAF’s 15-25 aging F-5B/Es, given Thailand’s extensive history with that aircraft. Other candidates included Russia’s MiG-29, and France’s Rafale. Saab had a very competitive offering on cost and performance, but in order to win, they had to throw in a very significant “something extra”: their Saab 340-AEW AWACS aircraft.

Brazil’s F-X2 Fighter Competition

Could the words “Brazilian fighter” begin evoking images unrelated to the Gracies? Recent boosts to Brazil’s defense budget could be on its way to accomplishing that and more. The Navy and Army have already received funds to replace broken-down equipment, and new fighters will be a critical centerpiece of the Forca Aerea Brasileira’s efforts.

Boeing’s F/A-18 E/F Super Hornet, France’s Dassault’s Rafale, Saab’s JAS-39 Gripen NG were picked as finalists. But after repeated stalling, the question is whether Brazil will actually place an order, or fold up the competition like the ill-fated 2011 F-X process.

Super Hornet Fighter Family MYP-III: 2010-2014 Contracts

The US Navy flies the F/A-18 E/F Super Hornet fighters, and has begun operating the EA-18G Growler electronic warfare & strike aircraft. Many of these buys have been managed out of common multi-year procurement (MYP) contracts, which aim to reduce overall costs by offering longer-term production commitments, so contractors can negotiate better deals with their suppliers.

The MYP-II contract ran from 2005-2009, and was not renewed because the Pentagon intended to focus on the F-35 fighter program. When it became clear that the F-35 program was going to be late, and had serious program and budgetary issues, pressure built to abandon year-by-year contracting, and negotiate another multi-year deal for the current Super Hornet family. That deal is now final. This entry covers the program as a whole, with a focus on 2010-2015 Super Hornet family purchases. It has been updated to include all announced contracts and events connected with MYP-III, including engines and other separate “government-furnished equipment” that figures prominently in the final price.

Singapore’s RSAF Decides to Fly Like An Eagle

At the dawn of the 21st century, Singapore decided that it needed a new aircraft to replace its often-upgraded A-4SU Super Skyhawks. This was hardly surprising; John McCain had been flying an older model A-4 Skyhawk when he was shot down during the Vietnam War. The decision to require a twin-engine aircraft eliminated the JAS-39 Gripen and F-16E/F Block 60 from the competition, and the F/A-18E/F Super Hornet and Sukhoi Su-30 family were also scratched. That left just 3 finalists: Boeing’s F-15 Strike Eagle, France’s Rafale, and the Eurofighter Typhoon. Limited air-to-ground capabilities and a slow upgrade schedule splashed the Eurofighter, leaving just 2 contenders still flying.

September 2005 releases tapped Boeing as the winner, and the deal was done in December 2005. The order eventually rose to 24 planes, which was good news for Boeing: Singapore’s F-15SGs, and South Korea’s 2 F-15K orders, kept the assembly line open long enough for a huge win in Saudi Arabia, and more orders from Asia. Singapore has legitimate grounds to argue that they currently fly the world’s most advanced version of the F-15 Strike Eagle, and they recently decided to buy more, instead of ordering the short-takeoff F-35B stealth fighter.
