Murky Competitions for Indian Howitzer Orders May End Soon… Or Not

India has marked over $4 billion worth of artillery projects to purchase several hundred new 155mm howitzers. They are intended to supplement India’s dwindling artillery stocks, while out-ranging and out-shooting Pakistan’s self-propelled M109 155mm guns. It seemed simple enough, and in the main towed artillery competition, BAE Systems Bofors had been competing against systems from Israel’s Soltam and Denel of South Africa.

Unfortunately, India’s 2 towed howitzer competitions, and its 2 self-propelled artillery procurements, have mostly served as cautionary tales. If the stakes were not so high, they would qualify as farce. The simple process of buying off-the-shelf artillery guns has become a decades-long affair filled with legal drama, accusations of corruption, and more than one re-start. Meanwhile, India’s stock of operational 155mm FH77 howitzers has dwindled to around 200. Competitions are declared, and canceled, again and again. One is on its 5th iteration. Another is on its 3rd. Meanwhile, India’s last successful artillery buy was over 2 decades ago. Is there an end in sight to any of these competitions? Or a potential winner?

Hawks Fly Away With India’s Jet Trainer v2 Competition

The induction of advanced jet trainers into India’s Air Force has been a long and difficult process. After a number of false starts, and indigenous efforts like HAL’s Ajeet that didn’t quite live up to expectations, a 20-year procurement process came to an end in 2004, when India selected BAE’s Hawk as its future advanced jet trainer. The 66-plane order was worth about $1.2 billion, and included options for another 40 aircraft. The first 24 Hawk Mk.132 AJTs have already been delivered by BAE; the other 42 are being license-built by Hindustan Aeronautics, Ltd. in India, who have been behind on the delivery schedule.

Those difficulties had consequences. In March 2009, the Press Trust of India reported that India’s Air Force had elected not to pick up the Hawk’s follow-on option. In and of itself, that wasn’t unusual. What was unusual, was a follow-on competition for advanced jet trainers that was thrown open to international firms, via a February 2009 RFP. In the end, BAE’s Hawk won again, adding the Indian Navy to its customer list. Is a 3rd, aerobatic win in the cards?

AW159 Wildcat: The Future Lynx Helicopter Program

In 2006, Finmeccanica subsidiary AgustaWestland received a GBP 1 billion (about $1.9 billion at 02/07 rates) contract from the UK Ministry of Defence (MoD) for 70 Future Lynx helicopters, and began a new chapter in a long-running success story. The Lynx is an extremely fast helicopter that entered service in the 1970s, and quickly carved out a niche for itself in the global land and naval markets. The base design has evolved into a number of upgrades and versions, which have been been widely exported around the world.

In Britain, Lynx helicopters are used in a number of British Army (AH7 & AH9) and Fleet Air Arm (Mk 8) roles: reconnaissance, attack, casualty evacuation & troop transport, ferrying supplies, anti-submarine operations, and even command post functions. The Future Lynx program reflects that, and British government and industry are both hoping that its versatility will help it keep or improve the Lynx family’s global market share. Britain’s 1998 Strategic Defence Review (SDR) announced a big leap forward for the Royal Navy: plans to replace the current set of 3 Invincible Class 22,000t escort carriers with 2 larger, more capable Future Aircraft Carrier (CVF) ships that could operate a more powerful force. These new carriers would be joint-service platforms, operating F-35B aircraft, plus helicopters and UAVs from all 3 services. Roles could include ISR (Intelligence, Surveillance & Reconnaissance), force projection and logistics support, close air support, anti-submarine/ anti-surface naval warfare, and land attack.

The scale of the CVF effort relative to Britain’s past experiences means that the program structure is rather complex. It has passed through several stages already, and is being run and conducted within an industrial alliance framework. There is also a parallel international framework, involving cooperation with France on its PA2 carrier as a derivative of the CVF design. Rapid Fire Feb. 7, 2013: Trickle Down Sequestronomics

  • House Armed Services Committee (HASC) Chairman Buck McKeon (R-CA), SASC Ranking Member Jim Inhofe (R-OK), and other allied Republican members of Congress introduced the Down Payment to Protect National Security Act of 2013 [PDF] as their way of preventing sequestration. The bill “would pay for one year of defense and non-defense sequestration by requiring a reduction in the federal workforce through attrition and a pay freeze for members of Congress.” The Congressional pay freeze is of course only symbolic. More than anything, this proposal shows no grand bargain is going to happen in the less than 4 weeks remaining before the sequester kicks in: it’s now all about finding a patch that will stick for a little while.

  • Meanwhile Continuing Resolution/sequestration planning continues to trickle down through the services. The Air Force memo [PDF] shows $3.4B in FY13 (still tentative) sequestration actions, from potential furloughs to reductions in weapons sustainment and flight hours.
