Food Program Manager

Senior food analyst to the Installation Commander and is responsible for the food program on Fort Knox. Directs and manages the installation food program to ensure maximum results are achieved at the least cost to the government. Ensures all dining facilities are operating within local policies and procedures, as well as DOD, HQDA and installation commander’s policies. Responsible for the supervision of the Food Program Management Office and all appropriated fund dining facilities, excluding the MEDDAC dining facility.


Food Service Contracting Officer’s Representative (COR)

Liaison between the food service contractor and the government. The COR is responsible for the supervision of Quality Assurance Evaluators (QAEs) who monitor and inspect the performance of the food service contractor on a daily basis, and report all deficiencies to the COR. The COR recommends, to the Contracting Officer, all modifications to the contract.

Responsible for the assignment of dining facilities for support of all visitors to the installation, i.e., reserves, National Guard, youth groups, etc. Serves as a primary assistant to the Food Program Manager on all aspects of the food program. Provides direct assistance to the Regional Confinement Facility dining facility, operated by military personnel.


Troop Issue Subsistence Activity (TISA)

Personnel are responsible for ordering all subsistence items for all dining facilities on the installation, Reserves, and National Guard units on Annual Training. Responsible for receipting all items issued to all dining facilities. Responsible for maintaining accounts for all customers, to include establishing accounts for new customers. TISA Warehouse personnel are responsible for issuing operational rations (MRE), ice, and subsistence to Reserves and National Guard units.


AFMIS Systems Analyst (SA)

Responsible for maintaining the Army Food Management Information System (AFMIS), that automates dining facility and TISA operations, of which there are more than 35 users. Maintains daily, weekly, and monthly back-ups to the system. Conducts monthly purges to the system. Installs all new software packages to the system as well as any hardware.

Responsible for all administration for the food service contract, to include statistical data on performance and deficiencies. Maintains timecards for all personnel in the Food Program Management Office (FPMO). Orders all office supplies for the food service contractor and FPMO.
