Manage and prioritize workloads

This plugin is not ready for production, but please try it out and report any issues you find after reviewing the open tickets. Please report in #10329 if you are currently using this plugin. Given the poor state of version 0.1, the effort to maintain compatibility in 0.2 may be minimal unless feedback is received about utilization of this plugin in production environments.
