Well, people are fans, and since bethesda allows modding they get all these fantasies. But the truth is, unless you want to make all new models and try to make all new architecture. You are really just going to re-hash skyrim at some level. I mean, if you are going to do an island, why not just do a more reasonable smaller one, like stros m'kai or something. Summerset isle is purported to have huuuuuge cities. and it would require making them instanced and probable mess up your game.
