Check with your local power distributor and see if they particiapate in the TVA program. They used to do installs in homes for landlords. I do praticipate in the program.

air conditioning

I was told that it is not a good idea to set air conditioning temp below 70, it could cause unit to "seize up". Mine once stopped because it got ice inside, which had to be melted.

By setting your stat below 70, it can operate at times in conditions that can make it freeze up. Low outdoor temperatures at night, low airflow across evap (indoor coil) due to dirty coil, dirty filter, registers shut off in house, or a combination of all these.

Sounds like air may be moving too fast in the duct, that it is passing up the closer outlets, thereby they stay hotter or cooler depending on the season.

2 rooms do not stay same temp

Sounds like an air distibution problem.
Air needs to be balanced so that it is more even throughout the house.
When house was built the duct system should have had dampers in each branch outlet, so that air can be adjusted.
We install these dampers on all new duct systems we do, but a lot of other contractors dont. We would be happy to come take a look. Give me a call @ 865-936-4944 is my cell.

Your energy usage will be more, because when it is colder outside, the unit brings on the auxillary heat to help the heat pump, so the higher the temperature you keep house the auxillary heaters will run more increasing utility bill.

Condenser Noise

Noise may be from location of unit rather than the unit itself. I would try to relocate the unit away form the bedroom and or any windows if possible before replacing the unit.

No heat out of vent

The relay that brings the indoor blower motor is not bringing the fan on, but when the auxillary heat comes on, the fan is powered through a different relay, then when the aux heat relay is off the motor then loses power again.

Im not sure about your first statement, but it sounds like the heat is not working and you are heating the house only with the electric heaters. As far as blowing cold air in the middle of the night you could bed catching it in a defrost cycle. When the temperature is dropping to 60 or 61 at nite, the electric heaters are not actullay coming on even though the stat may say they are. By not changing filter it can cause the utlity bill to be higher. I dont think that is all of the problem. May have some control problems or a wiring problem. Need to have it checked.

Things that I dont know about your system is how old it is, what brand and what type of thermostat you have.
Your understanding of how the unit works in the heat mode is correct, except that the heaters you are seeing come on are called auxillary heaters when the unit is in the regular heat mode.
Your friends that say you have to manualy put the unit in em heat are also correct.
The heater that is coming on in your scenario & your friends are the same heaters, but depending upon what mode your stat is set to, determines whether they are auxillary or em heaters.
What you are describing in the first part is you are actullay seeing the auxillary heat on not the emergency heat.
There should be about a 2 to 3 degree variance in some cases between when the auxillary heaters cut on. This could indicate a problem with the stat.
