The DCAS Division of Citywide Equal Employment Opportunity (“Citywide EEO”) assists the DCAS Commissioner in the development and enforcement of the City's Equal Employment Opportunity Policy and other EEO-related policies, standards and procedures.

The City’s EEO Policy sets forth the City’s obligations and the protections available under federal, state and local employment laws.  Everyone who works within New York City government or its workplaces, or who seeks employment within City government, is covered by these laws and this policy.  The policy prohibits discriminatory actions against and treatment of City employees and applicants for employment on the basis of actual or perceived:

  • Age (18 and over) 
  • Partnership Status 
  • Color 
  • Predisposing Genetic Characteristic 
  • Disability 
  • Prior Record of Arrest or Conviction 
  • Gender (including gender identity) 
  • Race 
  • Marital Status 
  • Religion or Creed 
  • Military Status 
  • Sexual Orientation 
  • National Origin (including alienage, ancestry and citizenship status) 
  • Status as a Victim or Witness of Domestic Violence, Sex Offenses or Stalking 
The City’s EEO Policy strictly prohibits harassment, including sexual harassment-that is, conduct or language of a sexual nature-and harassment based on gender or any other protected characteristic (such as race, religion, disability or sexual orientation).  This policy also prohibits retaliation against a person who opposes or complains about prohibited conduct or participates in any way in the complaint, investigation or reasonable accommodation processes.  In addition, this policy prohibits the denial of reasonable accommodations (for disabilities; religious beliefs, observances and practices; or for victims of domestic violence, sex offenses or stalking) that do not create undue hardship.

The Division of Citywide EEO also assists the City's agencies by developing or collaborating on solutions, strategies and initiatives that will effectively fulfill the City's EEO obligations and implement the EEO-related provisions of the City Charter and other federal, state and local laws.  The DCAS Division of Citywide EEO also trains New York City employees who are serving as agency EEO Officers and other EEO representatives, including EEO counselors and investigators or trainers who conduct EEO training within their agencies. The training courses include: an overview of federal, state and local anti-discrimination laws, including types of conduct which are discriminatory; accommodation issues in the workplace (including disability and religious discrimination); complaint handling; sexual and other forms of harassment; and diversity.  In addition, Citywide EEO monitors the EEO-related activities and data of City agencies.
