Organisation
The Olympic Council of Asia (OCA) is the apex sports body controlling the sports in Asia. It is one of the five continental associations recognized by the IOC.

The OCA was formed in 1982 and has its permanent headquarters in Kuwait. The main objective of the Olympic Council of Asia is to develop sport, culture and education of Asian youth and to promote international respect, friendship, goodwill & peace through sports.
Presidents
Since its formation in 1982, the Olympic Council of Asia has had only two presidents. Sheikh Fahad Al-Sabah was the first president, from 1982 to 1990, and was succeeded in 1991 by Sheikh Ahmad Al-Fahad Al-Sabah.
Executive Board (EB)
The purpose of the OCA EB is to effectively set and control the policies, administration and business of the OCA. All decisions by the EB are sent to the GA for information or ratification. The Executive Board is comprised of one President with 5 Vice-Presidents coming from the 5 different zones of the Asian Continent (East, South East, South, Central and West Asia), 6 Vice Presidents one each from the host country of the Asian Summer Games, Asian Winter Games, Asian Indoor Games, Asian Beach Games, Asian Martial Arts Games and Asian Youth Games along with the Secretary General, the Chairman of the 14 OCA Standing Committees, the Director General and the Technical Director.
General Assembly (GA)
The General Assembly is the final authority which determines all matters concerning the OCA. It also holds specific power to enforce the fundamental principles, objectives, rules, regulations and bye laws which are laid down the OCA Constitution.

The OCA General Assembly is comprised of the Executive Board members, the honorary life and vice presidents, the honorary life members, IOC and Olympic Solidarity members and the chairman and secretary general of the Asian Games Organising Committee of the host country. These normally host the GA as they are not entitled to vote.

The voting and power lies with the NOCs of Asia which are affiliated to the OCA who have one vote each, these are normally represented by up to three delegates. Others may attend but they will not have voting powers, these include the president or secretary general of the General Association of Asian Sports Federations, one representative of the international sports federations who may be from Asia and Asian sports federations seeking recognition.
Honorary Life Members
All presidents of the council, on completion of 4 full terms in office who are not re elected automatically qualify to become a honorary life president upon the termination of their office.

All existing honorary life presidents of the AGF’s shall retain their status within the OCA.

The Vice president and secretary general on completion of 4 full terms in office that are not re elected automatically qualify to become a honorary life vice president upon the termination of their office.

The president of the OCA can appoint other honorary president, vice president or members as he sees fit for outstanding service to further the fundamental principles and the general aims and objectives of the OCA. These appointments however are subject to the approval of the General Assembly.
Standing Committees (SC)
The standing committees are created by the President of the OCA for the sole purpose of addressing issues and advising the OCA General Assembly, Executive Board and the President of specific issues related to them. There are currently 14 Standing Committees but the President retains the right to establish other permanent or ad hoc commissions and working groups as he sees fit. The terms of these commissions are the presidents’ sole discretion.
Administration
The administration is conducted by the Director General, who is appointed by the President of the OCA. The duties of the director general are to be responsible for the day to day administration and financial affairs of the OCA HQ and appointment of its staff.

Asian Games Organising Committees

The Asian Games Organising Committees(AGOC) organise the Olympic Games in collaboration with their National Olympic Committee and the host city.
