The Diplomatic Academy 'Gavro Vuković' was founded in 2003 as a joint initiative of the Faculty of Law of the University of Montenegro and the Ministry of Foreign Affairs  of Montenegro. It was organized as a specialist course within the postgraduate programme at the Faculty of Law and the Faculty of Political Science of the University of Montenegro, Podgorica.

Following the example of comparable world institutions, on September 17, 2007 the Academy became an organizational part of the Montenegrin Ministry of Foreign Affairs.

The Academy bears the name of the Duke Gavro Vuković, one of the most celebrated and illustrious figures in the history of Montenegrin diplomacy. With long experience as a Minister of Foreign Affairs of the internationally recognized Principality of Montenegro, the Duke Gavro Vuković laid the foundations for Montenegrin diplomacy of the time.
