Gt isn't judging this on how high it's rendering is set at or draw distances or even how big the textures are they are basing it off how much technically is going in the graphics. If you look at Uc3 almost nothing is standing still like they are in those games you mentioned. The environment changes greatly through the game and there are those show stopper moments that explain perfectly why it wins this category easily. They made the correct decision.
