Campaign finance requirements for Kentucky ballot measures

The registry is responsible for all administrative and reporting functions under Kentucky's campaign finance laws. The Registry maintains an electronic disclosure database for all campaigns.
If someone feels a person violated Kentucky campaign finance law, the first step is to file a complaint with the Registry of Election Finance. The Registry investigates all complaints. If there is probable cause of a civil or a criminal law violation, the complaint is referred to the Attorney General[1].
General requirements
Political Issues Committee
Kentucky defines groups in support or opposition of a ballot measure as a Political Issues Committee[2].
Statement of Organization
Any Political Issues Committee must file a Statement of Registration (organization) at the time of its formation[3].
Campaign finance requirements
Contribution limits
Kentucky law limits all campaign contributions to Political Issues Committees to $3,000[4].
Corporate contributions
Corporations are allowed in Kentucky to contribute to Political Issues Committees. Corporations are banned from contributing to candidates and candidate committees[5] [6]
Filing reports
Any Political Issues Committee must file a campaign finance report if they recieve contributions or make expenditures of $1,000 or more[7].
Reporting requirements and reports
The State of Kentucky uses a quarterly reporting system if a ballot question is qualified in the off-year and also uses a pre-election and post-election reporting system during the election cycle.
Off-year quarterly reports
If a ballot issue is qualified in a off year, a Political Issues Committee must file reports during the off-year in a quarterly basis. The reports are due five days at the end of each calendar quarter[8].
32 day pre-election report
The 32 day pre-election report is the first pre-election report. For some campaigns, this is the first report of the election if a ballot measure qualified during the year of an election. For committees that registered in the off year, the report covers all activity from January 1 to thirty-two (32) days before the election. The report is due twenty-seven (27) days before the election[9].
15 day pre-election
The 15 day pre-election report is the second pre-election report for all Political Issue Committees. The report covers all campaign finance activity from thirty-one (31) days before the election until fifteen (15) days before the election. The report is due ten (10) days before the election[10].
30 day post-election
The 30 day post-election report is the final campaign finance report for Political Issues Committees. The report covers all campaign finance activity from fourteen (14) days before the election until thirty (30) days after the election. The report is due thirty-five (35) days after the election[11].
Campaign advertising restrictions
All advertising, regardless of the medium uses, must have a "Paid for by" disclaimer followed by the name and address of the committee or person responsible for the ad[12].
Terminating a committee
A Political Issues Committee can terminate within the thirty day post-election report deadline. This can be done by marking a check-off box on the form indicating a final report. If there are outstanding debts, the committee would have to file supplemental reports annually until the debts are retired[13]. Supplemental reports are due on November 11th each year.
